(b)Qualification requirements to be met to implement government procurement policies:（1）Implementing quota measures to increase the share of small and medium-sized enterprises (SMEs) in government procurement; supporting SMEs policy: this project is exclusively targeted at small and micro-enterprises, no price discount preference will be given to small and micro-enterprises products during evaluation.
（2）Supporting prison enterprises and welfare units for people with disabilities, treating them as equivalent to small and micro-enterprises;

(c)本項目的特定資格要求：3.1 本項目面向小微企業(yè)（含小型、微型企業(yè)）采購；
3.2 未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網(wǎng)（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法案件當(dāng)事人名單、政府采購嚴重違法失信行為記錄名單
3.3 本項目不接受聯(lián)合體形式投標。
3.4 供應(yīng)商單位負責(zé)人為同一人或者存在控股、管理關(guān)系的不同單位，不得參加同一標段投標或者未劃分標段的同一招標項目投標。為采購項目提供整體設(shè)計、規(guī)范編制或者項目管理、監(jiān)理、檢測等服務(wù)的供應(yīng)商，不得再參加該采購項目的其他采購活動。

3.3 This project does not accept Joint Bids；
3.4 If the unit leader is the same person or if there is a direct controlling or management relationship between different suppliers, they shall not participate in government procurement activities under the same contract;Suppliers who provide overall design, specification preparation, project management, supervision, testing and other services for procurement projects shall not participate in other procurement activities of the procurement project.
