簡(jiǎn)要規(guī)則描述：本項(xiàng)目為浦東公安分局情指一體化實(shí)戰(zhàn)平臺(tái)運(yùn)維。主要內(nèi)容包括：大屏顯示及拼控系統(tǒng)，音頻擴(kuò)聲含視頻會(huì)議系統(tǒng)，報(bào)警、視頻監(jiān)控、門(mén)禁系統(tǒng)，綜合布線，網(wǎng)絡(luò)通信，信息融合系統(tǒng)，操作臺(tái)，指揮大廳及機(jī)房建設(shè)，各類(lèi)線材等內(nèi)容(具體要求詳見(jiàn)磋商文件第三章)。
Brief Specification Description:This project involves the operation and maintenance of the Integrated Intelligence-Command Practical Operation Platform for the Pudong Public Security Sub-bureau. The main components include: large-screen display and splicing control systems, audio amplification including video conferencing systems, alarm, video surveillance, and access control systems, integrated cabling, network communications, information fusion systems, operator consoles, construction of the command hall and server room, and various types of cables (specific requirements are detailed in Chapter 3 of the competitive negotiation document).
合同履約期限：一年。

(a)Meet the provisions of Article ** of the "Government Procurement Law of the People's Republic of China";
(b)落實(shí)政府采購(gòu)政策需滿(mǎn)足的資格要求：本采購(gòu)項(xiàng)目執(zhí)行政府采購(gòu)有關(guān)鼓勵(lì)支持節(jié)能產(chǎn)品、環(huán)境認(rèn)證產(chǎn)品以及支持中小企業(yè)、殘疾人福利性單位等的政策功能。
(b)Qualification requirements to be met to implement government procurement policies:This procurement project implements the policy functions of government procurement related to encouraging and supporting energy-saving products, environmental certification products, as well as supporting small and medium-sized enterprises and welfare units for the disabled.
(c)本項(xiàng)目的特定資格要求：3、本項(xiàng)目面向所有企業(yè)采購(gòu)，對(duì)小型和微型企業(yè)投標(biāo)人產(chǎn)品的價(jià)格給予**%的扣除，用扣除后的價(jià)格參與評(píng)審；
4、為采購(gòu)項(xiàng)目提供整體設(shè)計(jì)、規(guī)范編制或者項(xiàng)目管理、監(jiān)理、檢測(cè)等服務(wù)的潛在投標(biāo)人，不得參加本項(xiàng)目的采購(gòu)活動(dòng)；
5、單位負(fù)責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項(xiàng)下的政府采購(gòu)活動(dòng)；
6、本項(xiàng)目不接受聯(lián)合體投標(biāo)。
(c)Specific qualification requirements for this program:(iii)This project is open to procurement from all enterprises, and a **% deduction will be applied to the prices of products offered by small and micro enterprise bidders. The deducted prices will be used for evaluation.
(iv)Potential bidders who provide overall design, specification development, or services suchas project management, supervision, and testing for the procurement project are not eligible to participate in the procurement activities of this project.
(v)Suppliers whose unit leaders are the same person or who have direct holding or management relationships shall not participate in government procurement activities under the same contract.
(vi)This project does not accept bids from consortia.
