(c)本項目的特定資格要求：（1）滿足《中華人民共和國政府采購法》第二十二條的規(guī)定 ；
（2）未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網(wǎng)（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法案件當(dāng)事人名單、政府采購嚴(yán)重違法失信行為記錄名單[以提交響應(yīng)文件截止之日前三年內(nèi)的信用記錄為準(zhǔn)］。
（3）須系我國境內(nèi)依法設(shè)立的法人或非法人組織（本項目不接受分公司以自己名義參加招標(biāo)活動）；
（4）具有建筑工程施工總承包資質(zhì)三級及其以上資質(zhì)；
（5）安全生產(chǎn)許可證（有效期內(nèi)）；
（6）投標(biāo)人擬派項目經(jīng)理的建筑工程專業(yè)二級（含以上級）注冊建造師執(zhí)業(yè)資格，具備有效的安全生產(chǎn)考核合格證書；
（7）單位負責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項下的政府采購活動；為本項目提供整體設(shè)計、規(guī)范編制或者項目管理、監(jiān)理、檢測等服務(wù)的供應(yīng)商，不得參加本項目的采購活動。

根據(jù)上海市財政局規(guī)定，本項目招投標(biāo)相關(guān)活動在上海市政府采購云平臺（網(wǎng)址：http://www.zfcg.sh.gov.cn）電子招投標(biāo)系統(tǒng)進行。投標(biāo)人應(yīng)根據(jù)《上海市電子政府采購管理暫行辦法》等有關(guān)規(guī)定和要求執(zhí)行。投標(biāo)人在政府采購云平臺的有關(guān)操作方法可以參照政府采購云平臺中的專欄有關(guān)內(nèi)容和操作要求辦理。 投標(biāo)人應(yīng)在投標(biāo)截止時間前盡早加密上傳投標(biāo)文件，電話通知項目負責(zé)人進行簽收，并及時查看政府采購云平臺上的簽收情況，打印簽收回執(zhí)，以免因臨近投標(biāo)截止時間上傳造成無法在開標(biāo)前完成簽收的情形。未簽收的投標(biāo)文件視為投標(biāo)未完成。

In accordance with the regulations of the Shanghai Municipal Finance Bureau, the bidding and tendering activities related to this project shall be conducted through the electronic bidding system of the Shanghai Government Procurement Cloud Platform (website: http://www.zfcg.sh.gov.cn). Bidders shall comply with the relevant provisions and requirements such as the Interim Measures for the Administration of Shanghai Electronic Government Procurement. For the operation methods of the Government Procurement Cloud Platform, bidders may refer to the relevant contents and operation requirements in the special column of the platform.

Bidders shall encrypt and upload the bidding documents as early as possible before the deadline for submission of bids, notify the project leader by phone for receipt, and timely check the receipt status on the Government Procurement Cloud Platform, then print the receipt. This is to avoid the situation where the receipt cannot be completed before the bid opening
