1. 招標條件Bidding Conditions

本項目 輸煤系統(tǒng)、制氫站、鍋爐電梯彩鋼板及鍋爐大罩殼換型改造項目 已由 中國電建集團海外投資有限公司 以 《關(guān)于對卡西姆發(fā)電有限公司鍋爐大罩殼及輸煤棧橋等彩鋼板更換立項的批復(fù)》（中電建海投〔****〕**0號） 批準建設(shè)，項目業(yè)主為 巴基斯坦卡西姆港發(fā)電有限公司 ，建設(shè)資金 已落實 ，出資比例為 **0% ，招標人為 巴基斯坦卡西姆港發(fā)電有限公司 。項目已具備招標條件，現(xiàn)對該項目 輸煤系統(tǒng)、制氫站、鍋爐電梯彩鋼板及鍋爐大罩殼換型改造項目 進行公開招標。

The Project for Color Steel Plate Transformation has been approved for construction by PowerChina Resources Limited. The project owner is Port Qasim Electric Power Company (Private) Limited, with construction funds fully secured and a **0% investment ratio. The tenderee is also Port Qasim Electric Power Company (Private) Limited. The project now meets the conditions for bidding, and public bidding is hereby initiated for the Project for Color Steel Plate Transformation.

2.項目概況與招標范圍Project Overview and Bidding Scope

2.1項目建設(shè)地點： 巴基斯坦卡西姆港燃煤電站

Project Location: Pakistan Qasim Coal-Fired Power Plant Project .

2.2項目建設(shè)規(guī)模： 2×**0MW燃煤機組（已投運）

Project Construction Scale: 2×**0 MW Coal-Fired Units (Already Commissioned)

2.3項目建設(shè)工期： 工期為8個月（**0天） ，計劃開工日期為9月**日。

Project Construction Period: 8 months (**0 days), plan start date: September **th, ****.

2.4招標范圍 Bidding Scope ：

卡西姆港燃煤電站項目輸煤系統(tǒng)、制氫站、鍋爐電梯彩鋼板及鍋爐大罩殼換型改造工程。本項目涵蓋T2轉(zhuǎn)運煤站、T3轉(zhuǎn)運煤站、除鐵室、煤破碎室和驅(qū)動采樣室、T4轉(zhuǎn)運站（虎頭型）、#5煤運輸棧橋、鍋爐電梯 、制 氫站、鍋爐大 罩殼 共9座建筑。具體實施范圍包括設(shè)計（包括功能、結(jié)構(gòu)、性能等）、材料供應(yīng)、安裝及測試，以及上述9座建筑的壓型鋼板墻（包括墻檁條）、屋頂（包括墻檁條）、門窗及上述部件的連接部分。

The scope of the project includes T2 coal transfer station, T3 coal transfer station, iron remover room, coal crusher room and drive sampling room, T4 transfer station (tiger head), #5 coal transport trestle, boiler elevator, hydrogen production station, Boiler rain cover a total of 9 buildings. The specific scope of implementation is to design (Including: function, structure, performance, etc.), material supply, installation and test for the pressed steel plate walls (including wall purlins), roofs (including roof purlins), doors and Windows and connecting parts of the above 9 buildings.

Division of Lots/Packages for This Bidding Project: Only One Lot.

3.投標人資格要求Qualification Requirements for Bidders

3.1 投標人具備建筑施工總 承包資格，并具備設(shè)計、采購及安裝彩鋼板的能力和資質(zhì)。

The bidder shall possesses Qualification for General Construction Contracting, and has the eligibility and capability in the design, procurement, and installation of color steel plates

3.2 投標人在過去三年須擁有與本項目類似的施工經(jīng)驗，并在人員、設(shè)備、資金等方面具備相應(yīng)的專業(yè)能力。

The bidder shall has similar construction experience to this bidding project in three years, with corresponding specific capabilities in terms of personnel, equipment, funds, etc.

3.3 招標人接受聯(lián)合體投標。

The Tenderee can accept consortium bid.

3.4 本項目投標貨幣為巴基斯坦盧比（PKR）。

The bidding currency is Pakistan Rupee(PKR).

4.招標文件的獲取Acquisition of Bidding Document

4.1凡有意參加者，請于 **** 年 7 月 ** 日下午 ** 時 （巴基斯坦時間）前 ，從卡西姆發(fā)電公司總部或通過電子郵件免費申請獲取整套招標文件（線上發(fā)送PDF文件），同時需附上公司介紹信以及個人身份證復(fù)印件。

Interested participants can apply for a full set of bidding documents (online pdf file sharing) free of charge from PQEPC headquarters or via email before **:**, July **, ****, Pakistan time, with a introduction letter of the unti and a copy of the personal ID card of the contact person.

4.2未按本招標公告4.1條要求的途徑獲取招標文件的，其投標將被否決。

Bidders who fail to obtain bidding documents in accordance with the requirements of Article 4.1 of this bidding notice will be rejected for bid.

5.投標文件的遞交Submission of Bids

5.1應(yīng)答文件遞交的截止時間（投標截止時間）為 ****年8月**日**時**分整（巴基斯坦時間） ，遞交地點： 巴基斯坦卡拉奇卡西姆港東部工業(yè)區(qū)Eiz/LL/SP-**區(qū)卡西姆港發(fā)電有限公司辦公樓**6 ，同時 電子版（掃描件PDF版本和可編輯word版本）通過郵件形式發(fā)送給聯(lián)系人，電子投標文件必須加密，并在開標時向招標人提供密碼。另需提交**,**0,**0巴基斯坦盧比的投標保證金，也可提交等值的巴基斯坦盧比、人民幣或美元幣種的投標保函。

The submission location is: Room **6, Office Building, Port Qasim Electric Power Company (Private) Limited, Plot No. Eiz/LL/SP-**, Eastern Industrial Zone, Port Qasim, Karachi, Pakistan. Electronic versions (scanned PDF and editable Word format) shall also be sent via email to the designated contact. The electronic bid documents must be encrypted, and the password must be provided to the Tenderee at the time of bid opening.A bid security of PKR **,**0,**0 is required, which may also be submitted in the form of a bid bond in an equivalent amount in Pakistani Rupees, Chinese Yuan (RMB), or US Dollars.

5.2 招標人將拒絕提交時間過晚，未送達指定地點或未按照招標文件要求進行加密的投標。
