Brief Specification Description:This project is located in Caolu Town, Pudong New District, Shanghai. In order to improve the road infrastructure in the demonstration village area, it is planned to upgrade the roads and sites in Yonghe Village and Xinghuo Village from white to black.

(a)滿足《中華人民共和國政府采購法》第二十二條規(guī)定；
(a)Meet the provisions of Article ** of the "Government Procurement Law of the People's Republic of China";
(b)落實政府采購政策需滿足的資格要求：（1）落實預(yù)留份額措施，提高中小企業(yè)在政府采購中的份額，支持中小企業(yè)發(fā)展：本項目（是）專門面向中小企業(yè)采購，評審時，中小企業(yè)產(chǎn)品均不執(zhí)行價格折扣優(yōu)惠。
（2）扶持監(jiān)獄企業(yè)、殘疾人福利性單位，并將其視同小微型企業(yè)；

(b)Qualification requirements to be met to implement government procurement policies:(1) Implement the reserve share measures, increase the share of small and medium-sized enterprises in government procurement, and support the development of small and medium-sized enterprises: This project (yes) is specialized for small and medium-sized enterprises. During the evaluation, the products of small and medium-sized enterprises are not subject to price discount.(2) Support prison enterprises and welfare units for the disabled and treat them as small and micro enterprises; (3) Policy of purchasing energy saving and environmental protection products: under the same conditions as the indicators of technology and service, the procurement of the item list of No.** and No.** of the Ministry of Finance; and the products marked with "★" in the item list of energy saving products. The supplier shall provide the valid certification certificate issued by the national determined certification body before enjoying the preferential procurement or compulsory procurement policy.
(c)本項目的特定資格要求：1.具有中華人民共和國住房和城鄉(xiāng)建設(shè)部頒發(fā)的市政公用工程施工總承包三級及以上資質(zhì)；
2.安全生產(chǎn)許可證（有效期內(nèi)）；
3.供應(yīng)商擬派項目負(fù)責(zé)人具備市政公用工程專業(yè)二級及以上注冊建造師執(zhí)業(yè)資格，且未在其他項目擔(dān)任項目負(fù)責(zé)人；
4.單位負(fù)責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項下的政府采購活動。為采購項目提供整體設(shè)計、規(guī)范編制或者項目管理、監(jiān)理、檢測等服務(wù)的供應(yīng)商，不得再參加該采購項目的其他采購活動。
(c)Specific qualification requirements for this program:1. With the qualification of Municipal Public Works Engineering Construction Subcontractor Grade 3 or above issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China;
2. Safety production license (valid period);
3. The project leader proposed by the supplier shall have the qualification of registered construction engineer of grade 2 or above in municipal public works, and shall not be the project leader of other projects;
4. The person in charge of the unit or the different suppliers with direct control or management relationship shall not participate in the government procurement activities under the same contract. Suppliers who provide overall design, standard compilation, or project management, supervision, and inspection services for procurement projects shall not participate in other procurement activities for the same procurement project.
