（2）扶持監(jiān)獄企業(yè)、殘疾人福利性單位，并將其視同小微型企業(yè)；

(b)Qualification requirements to be met to implement government procurement policies:(1) Implement the reserve share measures, increase the share of small and medium-sized enterprises in government procurement, and support the development of small and medium-sized enterprises: This project (yes) is specialized for small and medium-sized enterprises. During the evaluation, the products of small and medium-sized enterprises are not subject to price discount.(2) Support prison enterprises and welfare units for the disabled and treat them as small and micro enterprises; (3) Policy of purchasing energy saving and environmental protection products: under the same conditions as the indicators of technology and service, the procurement of the item list of No.** and No.** of the Ministry of Finance; and the products marked with "★" in the item list of energy saving products. The supplier shall provide the valid certification certificate issued by the national determined certification body before enjoying the preferential procurement or compulsory procurement polic

(c)本項(xiàng)目的特定資格要求：1、具有中華人民共和國(guó)住房和城鄉(xiāng)建設(shè)部頒發(fā)的建筑工程施工總承包三級(jí)及以上資質(zhì)；
2、安全生產(chǎn)許可證（有效期內(nèi)）；
3、供應(yīng)商擬派項(xiàng)目負(fù)責(zé)人具備建筑工程專業(yè)二級(jí)及以上注冊(cè)建造師執(zhí)業(yè)資格，且未在其他項(xiàng)目擔(dān)任項(xiàng)目負(fù)責(zé)人；
4、單位負(fù)責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項(xiàng)下的政府采購(gòu)活動(dòng)。為采購(gòu)項(xiàng)目提供整體設(shè)計(jì)、規(guī)范編制或者項(xiàng)目管理、監(jiān)理、檢測(cè)等服務(wù)的供應(yīng)商，不得再參加該采購(gòu)項(xiàng)目的其他采購(gòu)活動(dòng)。

(c)Specific qualification requirements for this program:1、1. Hold a Grade III or higher General Contracting Qualification for Construction Engineering issued by the Ministry of Housing and Urban-Rural Development, PRC; 2. Possess a valid Safety Production License; 3. The project leader designated by the supplier must hold a Grade II or higher Registered Constructor qualification in construction engineering and not be concurrently serving as project leader for other projects; 4. Suppliers with identical legal representatives or those having direct controlling/management relationships shall not participate in government procurement activities under the same contract. Suppliers providing comprehensive design, standard formulation, project management, supervision, testing services, or similar support for the procurement project shall not engage in any other procurement activities related to this project.
