簡(jiǎn)要規(guī)格描述或項(xiàng)目基本概況介紹、用途：本項(xiàng)目擬通過(guò)公開(kāi)招標(biāo)的方式選擇一家具有資質(zhì)的供應(yīng)商，全面加強(qiáng)上鋼新村街道濱水公共空間、后灘陸續(xù)開(kāi)發(fā)地塊等范圍內(nèi)的社會(huì)、市容環(huán)境防控能力。主要內(nèi)容包括協(xié)助上鋼新村街道涉及區(qū)域內(nèi)重點(diǎn)區(qū)域輔助管理、黃浦江和川楊河沿線市容輔助保障、后灘陸續(xù)開(kāi)發(fā)地塊管理、做好騰地地塊和未開(kāi)發(fā)地塊的巡視、勸阻無(wú)序設(shè)攤、流動(dòng)兜售、“五亂”現(xiàn)象、非機(jī)動(dòng)車(chē)亂停放、違法用地、違法經(jīng)營(yíng)、違法搭建等行為進(jìn)行教育和勸阻、機(jī)動(dòng)應(yīng)急和上級(jí)交辦的其他事項(xiàng)等。（具體內(nèi)容及要求詳見(jiàn)招標(biāo)文件第三章—服務(wù)需求書(shū)。）
Brief specification description or basic overview of the project:This project intends to select a qualified supplier through an open tender process to comprehensively enhance the social and urban appearance control capabilities in the areas such as the waterfront public space of Shanggang Xincun Street and the successive development plots of Houtan. The main contents include assisting in the auxiliary management of key areas within the area covered by Shanggang Xincun Street, providing auxiliary support for urban appearance along the Huangpu River and Chuanyang River, managing the successive development plots of Houtan, conducting patrols of vacated plots and undeveloped plots, educating and dissuading disorderly setting up stalls, mobile hawking, "five disorderly" phenomena, non-motorized vehicle disorderly parking, illegal land use, illegal business operations, and illegal construction, and handling emergency situations and tasks assigned by superiors. (c)本項(xiàng)目的特定資格要求：1、未被“信用中國(guó)”（www.creditchina.gov.cn）、中國(guó)政府采購(gòu)網(wǎng)（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法失信主體、政府采購(gòu)嚴(yán)重違法失信行為記錄名單；
2、須系我國(guó)境內(nèi)依法設(shè)立的法人或非法人組織；
3、本項(xiàng)目不允許轉(zhuǎn)包。
4、具備省市級(jí)公安部門(mén)核發(fā)的有效的《保安服務(wù)許可證》。
(c)Specific qualification requirements for this program:1. Not included in the lists of "Credit China" (www.creditchina.gov.cn) or China Government Procurement Network (www.ccgp.gov.cn) regarding dishonest executors, major tax violation offenders, or serious illegal acts in government procurement; 2. Must be a legal entity or unincorporated organization established within China; 3. This project does not allow subcontracting. 4. Possess a valid "Security Service License" issued by the provincial or municipal public security department.
