(b)落實政府采購政策需滿足的資格要求：促進中小企業(yè)發(fā)展、促進殘疾人就業(yè)。根據(jù)《政府采購促進中小企業(yè)發(fā)展管理辦法》（財庫[****]**號）及《關于進一步加大政府采購支持中小企業(yè)力度的通知》〔****〕**號規(guī)定執(zhí)行。

(c)本項目的特定資格要求：（3）具備建設部頒發(fā)的建筑工程施工總承包三級及其以上資質。
（4）擬派項目負責人須具備建筑工程貳級及以上注冊建造師執(zhí)業(yè)資格，具備有效的安全生產(chǎn)考核合格證
（5）具備有效的安全生產(chǎn)許可證（非上海市施工企業(yè)，安全生產(chǎn)許可證需備案）。
（6）本項目專門面向中小企業(yè)采購。
（7）本項目不接受聯(lián)合體投標。
(c)Specific qualification requirements for this program:(3) Having the third level or above qualification for general contracting of construction projects issued by the Ministry of Construction. (4) The proposed project leader must possess a registered construction engineer qualification of Level 2 or above in construction engineering.
