(b)落實政府采購政策需滿足的資格要求：（1）扶持中小企業(yè)政策：本項目專門面向中小企業(yè)采購（整體預留），評審時小型和微型企業(yè)產(chǎn)品不享受價格折扣；（2）殘疾人福利性單位，并將其視同小微型企業(yè)。

(b)Qualification requirements to be met to implement government procurement policies:(1) Policies for supporting small and medium-sized enterprises: This project is specifically for procurement from small and medium-sized enterprises (with overall reservation). During the evaluation, products from small and micro enterprises shall not enjoy price discounts.
(2) Welfare-oriented units for the disabled shall be treated as small and micro enterprises.

(c)本項目的特定資格要求：1）供應商必須是中國境內(nèi)注冊的獨立法人、其他組織；
2）投標人應具有行業(yè)主管部門頒發(fā)的市政公用工程施工總承包三級及以上資質，并在人員、設備、財務等方面具有相應的施工能力；
3）具有在有效的安全生產(chǎn)許可證；
4）擬派項目負責人：擬派注冊建造師需具備市政公用工程專業(yè)二級（及以上）注冊建造師執(zhí)業(yè)資格，同時具備有效的安全生產(chǎn)考核合格證書。以上項目負責人以在上海市住房和城鄉(xiāng)建設管理委員會網(wǎng)站上查詢?yōu)闇剩趦郧覠o在建項目記錄（同一工程相鄰分段發(fā)包或分期施工的除外，擬派項目經(jīng)理在招標投標文件遞交時不得調(diào)整，不得有在建項目。投標文件中需提交投標截止日前3個工作日內(nèi)打印的注冊建造師《投標項目負責人基本情況表》（通過上海市建設市場信息服務平臺https：//ciac.zjw.sh.gov.cn/查詢、截圖）。

(c)Specific qualification requirements for this program:Suppliers must be independent legal persons or other organizations registered in China.
Bidders shall hold Grade III or higher municipal public works general contracting qualification (issued by competent authorities) and have corresponding capabilities in personnel, equipment and finance.
Possess a valid safety production license.
Proposed project leader: Hold Class II or higher municipal public works registered constructor qualification and valid safety production certificate; verifiable on Shanghai Housing and Urban-Rural Development Committee website, registered with no ongoing projects (except adjacent/phased same project). Leader cannot be adjusted when submitting bids. Bidding documents must include Basic Information Form of Bidding Project Leader (inquired/screenshotted via https://ciac.zjw.sh.gov.cn/ within 3 working days before bid deadline).
