簡要規(guī)則描述：本項目為****年度東岸濱江監(jiān)控設施運維，主要內(nèi)容包括對**公里黃浦江東岸濱江轄范圍內(nèi)的外場立桿點位、監(jiān)控設備、光電設施，及內(nèi)場主機房、分機房、運營中心等進行日常養(yǎng)護、小修工程、應急保障、設施大修等工作(具體要求詳見磋商文件第三章)。
Brief Specification Description:This project is for the operation and maintenance of surveillance facilities on the East Bank Riverside in ****. The main content includes daily maintenance, minor repair works, emergency support, and major overhauls of external pole-mounted locations, surveillance equipment, photoelectric facilities, as well as internal main computer rooms, sub-computer rooms, and operation centers within the **-kilometer jurisdiction of the East Bank of the Huangpu River (for specific requirements, please refer to Chapter III of the negotiation documents).
合同履約期限：自合同簽訂之日起1年，具體以合同簽訂日期為準。
The Contract Period:One year from the date of signing the contract, subject to the actual date of contract signing.

(b)Qualification requirements to be met to implement government procurement policies:This procurement project implements the policy functions of government procurement related to encouraging and supporting energy-saving products, environmental certification products, as well as supporting small and medium-sized enterprises and welfare units for the disabled.
(c)本項目的特定資格要求：3、本項目僅面向小型、微型企業(yè)采購；
4、為采購項目提供整體設計、規(guī)范編制或者項目管理、監(jiān)理、檢測等服務的潛在投標人，不得參加本項目的采購活動；
5、單位負責人為同一人或者存在直接控股、管理關系的不同供應商，不得參加同一合同項下的政府采購活動；
6、本項目不接受聯(lián)合體投標。
(c)Specific qualification requirements for this program:(iii)This project is only open to small and micro enterprises for procurement.
(iv)Potential bidders who provide overall design, specification development, or services suchas project management, supervision, and testing for the procurement project are not eligible to participate in the procurement activities of this project.
(v)Suppliers whose unit leaders are the same person or who have direct holding or management relationships shall not participate in government procurement activities under the same contract.
(vi)This project does not accept bids from consortia.
