(b)落實政府采購政策需滿足的資格要求：（1）項目執(zhí)行《政府采購促進中小企業(yè)發(fā)展管理辦法》的通知（財庫〔****〕**號）及《關于進一步加大政府采購支持中小企業(yè)力度》的通知（財庫〔****〕**號）；（2）落實預留份額措施，提高中小企業(yè)在政府采購中的份額，扶持中小企業(yè)政策：本項目專門面向中小企業(yè)采購，評審時中小企業(yè)產(chǎn)品均不執(zhí)行價格折扣優(yōu)惠；（3）扶持監(jiān)獄企業(yè)、殘疾人福利性單位，并將其視同小微型企業(yè)；（4）優(yōu)先采購節(jié)能環(huán)保產(chǎn)品政策：在技術、服務等指標同等條件下，對財政部財庫〔****〕**號和財政部財庫〔****〕**號文公布的節(jié)能環(huán)保產(chǎn)品品目清單中的產(chǎn)品實行優(yōu)先采購；對節(jié)能產(chǎn)品品目清單中以“★”標注的產(chǎn)品，實行強制采購。供應商須提供具有國家確定的認證機構出具的、處于有效期之內(nèi)的認證證書方能享受優(yōu)先采購或強制采購政策；（5）購買國貨政策：本項目不接受進口產(chǎn)品；（6）按照《中小企業(yè)劃分標準規(guī)定》（工信部聯(lián)企業(yè)[****]**0號），本項目中小企業(yè)所屬的行業(yè)為建筑業(yè)。

(c)本項目的特定資格要求：3、 須系我國境內(nèi)依法設立的法人或非法人組織（本項目不接受分公司以自己名義參加采購活動）；
4、 要求具備市政公用工程施工總承包三級及其以上資質；
5、 具有有效的安全生產(chǎn)許可證；
6、 項目經(jīng)理具有市政公用工程二級建造師及其以上資格，并具有有效的安全生產(chǎn)考核證書；
7、 本項目僅面向中、小、微型等各類供應商采購；
8、 本項目不允許轉包。

(c)Specific qualification requirements for this program:3. It must be a legal person or unincorporated organization established in accordance with the law within the territory of China (this project does not accept branches participating in the procurement activities in their own names). 4. It is required to possess a Grade 3 or above general contracting qualification for municipal public works construction. 5. Possess a valid work safety license; 6. The project manager must hold a second-level or higher qualification as a constructor in municipal public works and possess a valid safety production assessment certificate. 7. This project is only open for procurement from various types of suppliers, including medium, small and micro ones. 8. Subcontracting is not allowed for this project.
