2）鼓勵節(jié)能政策：在技術(shù)、服務(wù)等指標(biāo)同等條件下，優(yōu)先采購屬于國家公布的節(jié)能清單中產(chǎn)品。
3）鼓勵環(huán)保政策：在性能、技術(shù)、服務(wù)等指標(biāo)同等條件下，優(yōu)先采購國家公布的環(huán)保產(chǎn)品清單中的產(chǎn)品。
4）落實(shí)預(yù)留份額措施，提高中小企業(yè)在政府采購中的份額，支持中小企業(yè)發(fā)展：本項(xiàng)目是專門面向中小企業(yè)采購，評審時(shí)，中小企業(yè)產(chǎn)品均不執(zhí)行價(jià)格折扣優(yōu)惠。
5）本項(xiàng)目不接受進(jìn)口產(chǎn)品。

(b)Qualification requirements to be met to implement government procurement policies:1) Policy on Mandatory Procurement of Energy-Saving Products: Mandatorily procure product categories marked with "★" in the national energy-saving product list.
2) Policy on Encouraging Energy Conservation: Under the same conditions of technical, service and other indicators, give priority to procuring products included in the national energy-saving product list.
3) Policy on Encouraging Environmental Protection: Under the same conditions of performance, technical, service and other indicators, give priority to procuring products included in the national environmental protection product list.
4) Implement reserved quota measures to increase the share of small and medium-sized enterprises (SMEs) in government procurement and support the development of SMEs: This project is specifically for SME procurement; during the evaluation process, no price discount will be applied to products of SMEs.
5) Imported products will not be accepted for this project.

(c)本項(xiàng)目的特定資格要求：（1）應(yīng)具備建筑工程施工總承包三級及以上資質(zhì)；
（2）具備有效的安全生產(chǎn)許可證；
（3）擬派項(xiàng)目經(jīng)理具備建筑工程專業(yè)二級（含以上級）注冊建造師執(zhí)業(yè)資格，具備有效的安全生產(chǎn)考核合格證書，且無在建項(xiàng)目；
（4）單位負(fù)責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項(xiàng)下的政府采購活動；為本項(xiàng)目提供整體設(shè)計(jì)、規(guī)范編制或者項(xiàng)目管理、監(jiān)理、檢測等服務(wù)的供應(yīng)商，不得參加本項(xiàng)目的采購活動。

(c)Specific qualification requirements for this program:(1) Possess a general contracting qualification for construction engineering of Grade III or higher;
(2) Possess a valid work safety license;
(3) The proposed project manager shall hold a professional qualification of Level II (or higher) Certified Constructor in the construction engineering major, possess a valid qualified certificate for work safety assessment, and have no ongoing projects;
(4) Different suppliers whose legal representatives are the same person or who have direct holding or management relationships shall not participate in the government procurement activities under the same contract; suppliers that provide services such as overall design, specification formulation, project management, supervision, or testing for this project shall not participate in the procurement activities of this project.
