1. 招標(biāo)條件Bidding Conditions

本項(xiàng)目 輸煤系統(tǒng)、制氫站、鍋爐電梯彩鋼板及鍋爐大罩殼換型改造項(xiàng)目 已由 中國電建集團(tuán)海外投資有限公司 以 《關(guān)于對卡西姆發(fā)電有限公司鍋爐大罩殼及輸煤棧橋等彩鋼板更換立項(xiàng)的批復(fù)》（中電建海投〔****〕**0號） 批準(zhǔn)建設(shè)，項(xiàng)目業(yè)主為 巴基斯坦卡西姆港發(fā)電有限公司 ，建設(shè)資金 已落實(shí) ，出資比例為 **0% ，招標(biāo)人為 巴基斯坦卡西姆港發(fā)電有限公司 。項(xiàng)目已具備招標(biāo)條件，現(xiàn)對該項(xiàng)目 輸煤系統(tǒng)、制氫站、鍋爐電梯彩鋼板及鍋爐大罩殼換型改造項(xiàng)目 進(jìn)行公開招標(biāo)。

The Project for Color Steel Plate Transformation has been approved for construction by PowerChina Resources Limited. The project owner is Port Qasim Electric Power Company (Private) Limited, with construction funds fully secured and a **0% investment ratio. The tenderee is also Port Qasim Electric Power Company (Private) Limited. The project now meets the conditions for bidding, and public bidding is hereby initiated for the Project for Color Steel Plate Transformation.

2.項(xiàng)目概況與招標(biāo)范圍Project Overview and Bidding Scope

2.1項(xiàng)目建設(shè)地點(diǎn)： 巴基斯坦卡西姆港燃煤電站

Project Location: Pakistan Qasim Coal-Fired Power Plant Project .

2.2項(xiàng)目建設(shè)規(guī)模： 2×**0MW燃煤機(jī)組（已投運(yùn)）

Project Construction Scale: 2×**0 MW Coal-Fired Units (Already Commissioned)

2.3項(xiàng)目建設(shè)工期： 工期為8個(gè)月（**0天） ，計(jì)劃開工日期為**月**日。

Project Construction Period: 8 months (**0 days), plan start date: September **th, ****.

2.4招標(biāo)范圍 Bidding Scope ：

卡西姆港燃煤電站項(xiàng)目輸煤系統(tǒng)、制氫站、鍋爐電梯彩鋼板及鍋爐大罩殼換型改造工程。本項(xiàng)目涵蓋T2轉(zhuǎn)運(yùn)煤站、T3轉(zhuǎn)運(yùn)煤站、除鐵室、煤破碎室和驅(qū)動采樣室、T4轉(zhuǎn)運(yùn)站（虎頭型）、#5煤運(yùn)輸棧橋、鍋爐電梯 、制 氫站、鍋爐大 罩殼 共9座建筑。具體實(shí)施范圍包括設(shè)計(jì)（包括功能、結(jié)構(gòu)、性能等）、材料供應(yīng)、安裝及測試，以及上述9座建筑的壓型鋼板墻（包括墻檁條）、屋頂（包括墻檁條）、門窗及上述部件的連接部分。

The scope of the project includes T2 coal transfer station, T3 coal transfer station, iron remover room, coal crusher room and drive sampling room, T4 transfer station (tiger head), #5 coal transport trestle, boiler elevator, hydrogen production station, Boiler rain cover a total of 9 buildings. The specific scope of implementation is to design (Including: function, structure, performance, etc.), material supply, installation and test for the pressed steel plate walls (including wall purlins), roofs (including roof purlins), doors and Windows and connecting parts of the above 9 buildings.

3.投標(biāo)人資格要求Qualification Requirements for Bidders

3.1 投標(biāo)人具備建筑施工總 承包資格，并具備設(shè)計(jì)、采購及安裝彩鋼板的能力和資質(zhì)。

The bidder shall possesses Qualification for General Construction Contracting, and has the eligibility and capability in the design, procurement, and installation of color steel plates

3.2 投標(biāo)人在過去三年須擁有與本項(xiàng)目類似的施工經(jīng)驗(yàn)，并在人員、設(shè)備、資金等方面具備相應(yīng)的專業(yè)能力。

The bidder shall has similar construction experience to this bidding project in three years, with corresponding specific capabilities in terms of personnel, equipment, funds, etc.

3.3 招標(biāo)人接受聯(lián)合體投標(biāo)。

The Tenderee can accept consortium bid.

3.4 本項(xiàng)目投標(biāo)貨幣為巴基斯坦盧比（PKR）。

The bidding currency is Pakistan Rupee(PKR).

4.招標(biāo)文件的獲取Acquisition of Bidding Document

4.1凡有意參加者，請于 **** 年 9 月 ** 日下午 ** 時(shí) （巴基斯坦時(shí)間）前 ，從卡西姆發(fā)電公司總部或通過電子郵件免費(fèi)申請獲取整套招標(biāo)文件（線上發(fā)送PDF文件），同時(shí)需附上公司介紹信以及個(gè)人身份證復(fù)印件。

Interested participants can apply for a full set of bidding documents (online pdf file sharing) free of charge from PQEPC headquarters or via email before **:**, September **, ****, Pakistan time, with a introduction letter of the unti and a copy of the personal ID card of the contact person.

4.2未按本招標(biāo)公告4.1條要求的途徑獲取招標(biāo)文件的，其投標(biāo)將被否決。

Bidders who fail to obtain bidding documents in accordance with the requirements of Article 4.1 of this bidding notice will be rejected for bid.

5.投標(biāo)文件的遞交Submission of Bids

5.1應(yīng)答文件遞交的截止時(shí)間（投標(biāo)截止時(shí)間）為 ****年**月**日**時(shí)**分整（巴基斯坦時(shí)間） ，投標(biāo)人應(yīng)通過電子郵件發(fā)送電子投標(biāo)文件（掃描的PDF格式和可編輯的Word格式）。投標(biāo)文件必須加密，并在開標(biāo)時(shí)將密碼提供給業(yè)主。

The deadline for submitting the bid documents (bid closing time) is **:** AM (Pakistan Time), October **, ****. Bidders should send electronic Bid Documents(scanned PDF and editable Word format) via email. The Bid Documents must be encrypted and the password must be provided to the Employer on the Bid opening time. The Tenderee will reject the Bids that are delivered late, or not encrypted in accordance with the requirements of the Bidding Documents.

5.2 招標(biāo)人將拒絕提交時(shí)間過晚或 未按照招標(biāo)文件要求進(jìn)行加密的投標(biāo)。
