(a)Meet the provisions of Article ** of the "Government Procurement Law of the People's Republic of China";

(b)落實政府采購政策需滿足的資格要求：推行節(jié)能產(chǎn)品政府采購、環(huán)境標志產(chǎn)品政府采購。促進中小企業(yè)、監(jiān)獄企業(yè)、殘疾人福利性單位發(fā)展。規(guī)范進口產(chǎn)品采購政策。

(b)Qualification requirements to be met to implement government procurement policies:Promote the government procurement of energy-saving products and environmental labeling products. Facilitate the development of small and medium-sized enterprises, prison enterprises, and welfare units for people with disabilities. Standardize the procurement policies for imported products.

(c)本項目的特定資格要求：（1）投標單位應(yīng)為合法的貨物制造商或代理（經(jīng)銷）商，在合法范圍內(nèi)開展經(jīng)營活動，具有履行本項目的相關(guān)供應(yīng)能力和服務(wù)能力；
（2）投標單位所提供貨物必須為原廠生產(chǎn)、未經(jīng)使用的、全新合格產(chǎn)品，同時提供可靠的售后服務(wù)，不允許代加工、分包或轉(zhuǎn)包；（需提供針對本項目的貨源渠道及穩(wěn)定性、配套售后服務(wù)、服務(wù)響應(yīng)時間等相關(guān)支撐資料）
（3）單位負責人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項下的政府采購活動；

(c)Specific qualification requirements for this program:(iii) The bidding entity shall be a legal manufacturer or agent (distributor) of the goods, conduct business activities within the legal scope, and possess the relevant supply capacity and service capabilities to perform this project;
(iv) The goods provided by the bidding entity must be original factory-produced, unused, and brand-new qualified products, with reliable after-sales service provided simultaneously. Processing on behalf of others, subcontracting, or subletting is not allowed; (Relevant supporting materials regarding the source channel and stability of goods for this project, supporting after-sales service, service response time, etc., shall be provided)
(v) Different suppliers whose legal representatives are the same person or who have direct holding or management relationships shall not participate in the government procurement activities under the same contract.

1、本項目設(shè)置單價控制價(具體詳見招標文件-采購需求)，超過任意項單價控制價的報價視為無效報價。
2、本項目服務(wù)期限為三年(****年1月1日至****年**月**日)。首次合同服務(wù)期限為****年1月1日起至****年**月**日，再次簽訂合同前須經(jīng)各項目使用單位考評合格后，后續(xù)合同一年一簽。中標單位供應(yīng)服務(wù)響應(yīng)時間**小時，具體按照與招標使用單位約定的合同時間、指定地點代儲，并能確保按時送達招標使用單位指定地點。

A unit price control limit is set for this project (for specific details, please refer to the Bidding Documents - Procurement Requirements). Any quotation that exceeds the unit price control limit for any item shall be deemed an invalid quotation.
The service period of this project is three years (from January 1, **** to December **, ****). The service period of the first contract shall be from January 1, **** to December **, ****. Before signing the contract again, the assessment by each project user unit must be passed. Subsequent contracts shall be signed on an annual basis. The winning bidder shall provide service response within ** hours, and shall store the goods on behalf of the user at the designated location and in accordance with the contract time agreed with the bidding user unit, and shall ensure the goods are delivered to the designated location of the bidding user unit on time.
