簡(jiǎn)要規(guī)則描述：為落實(shí)浦東新區(qū)綜改（《浦東新區(qū)綜合改革試點(diǎn)實(shí)施方案（****-****年）》）要求，結(jié)合國(guó)家層面政策動(dòng)態(tài)及上海市耕地和永久基本農(nóng)田管理相關(guān)要求，開展新場(chǎng)鎮(zhèn)永久基本農(nóng)田布局優(yōu)化試點(diǎn)研究工作，實(shí)現(xiàn)新場(chǎng)鎮(zhèn)永久基本農(nóng)田布局有優(yōu)化、質(zhì)量有提升及管理更精細(xì)化的目標(biāo)。工作具體項(xiàng)目?jī)?nèi)容、采購范圍及所應(yīng)達(dá)到的具體要求，以磋商文件相應(yīng)規(guī)定為準(zhǔn)（詳見采購需求）。
Brief Specification Description:In order to implement the requirements of the comprehensive reform of Pudong New Area (Implementation Plan for Comprehensive Reform Pilot in Pudong New Area (****-****), combined with national policy dynamics and relevant requirements for the management of cultivated land and permanent basic farmland in Shanghai, a pilot study on optimizing the layout of permanent basic farmland inXinchang Town will be carried out to achieve the goal of optimizing the layout, improving the quality, and refining the management of permanent basic farmland inXinchang Town. The specific project content, procurement scope, and specific requirements to be met shall be subject to the corresponding provisions in the negotiation document (see procurement requirements for details)

（2）參加此項(xiàng)磋商活動(dòng)前三年內(nèi)，在政府經(jīng)營(yíng)的采購活動(dòng)中沒有因違反有關(guān)法律法規(guī)受到刑事處罰；
（3）單位負(fù)責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同下的政府采購活動(dòng)；
（4）投標(biāo)人須持有自然資源主管部門頒發(fā)的有效期內(nèi)的城鄉(xiāng)規(guī)劃（國(guó)土空間規(guī)劃）編制單位乙級(jí)及以上資質(zhì)證書，并同時(shí)持有中國(guó)土地學(xué)會(huì)頒發(fā)的土地規(guī)劃?rùn)C(jī)構(gòu)乙級(jí)及以上資質(zhì)證書（提供證書掃描件加蓋本單位公章或行政主管部門網(wǎng)上打印加蓋本單位公章的電子證書掃描件）。
（5）本次招標(biāo)不接受聯(lián)合投標(biāo)。
(c)Specific qualification requirements for this program:1.The responding entity must be a legally registered legal person/organization within the People's Republic of China.
2.No criminal penalties for violating laws in government procurement activities in the past 3 years before this consultation.
3.Suppliers with the same legal representative or direct holding/management relations shall not participate in procurement under the same contract.
4.The bidder must hold valid Class B (or higher) certificates: ① Urban and rural planning (territorial spatial planning) (issued by natural resources authorities); ② Land planning (issued by Chinese Society of Land Science). Provide scanned certificates with official seal, or scanned electronic certificates (printed online from authorities) with official seal.
5.Joint bids are not accepted.
