(b)落實(shí)政府采購(gòu)政策需滿足的資格要求：本采購(gòu)項(xiàng)目執(zhí)行政府采購(gòu)有關(guān)鼓勵(lì)支持節(jié)能產(chǎn)品、環(huán)境認(rèn)證產(chǎn)品以及支持中小企業(yè)、殘疾人福利性單位等的政策功能。

(b)Qualification requirements to be met to implement government procurement policies:This procurement project implements the policy functions of government procurement related to encouraging and supporting energy-saving products, environmental certification products, as well as supporting small and medium-sized enterprises and welfare units for the disabled.

(c)本項(xiàng)目的特定資格要求：3、本項(xiàng)目面向大、中、小、微型企業(yè)，事業(yè)法人、其他組織或自然人采購(gòu)；
4、為采購(gòu)項(xiàng)目提供整體設(shè)計(jì)、規(guī)范編制或者項(xiàng)目管理、監(jiān)理、檢測(cè)等服務(wù)的潛在投標(biāo)人，不得參加本項(xiàng)目的采購(gòu)活動(dòng)；
5、單位負(fù)責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項(xiàng)下的政府采購(gòu)活動(dòng)；

(v)Suppliers whose unit leaders are the same person or who have direct holding or management relationships shall not participate in government procurement activities under the same contract.
(vi)This project does not accept bids from consortia.
