簡要規(guī)則描述：（1）原有配電間空間不夠，本期原配電間內(nèi)設(shè)備拆除，土建新建一座**/0.4kV用戶變電站。
（2）**kV電源引自市電網(wǎng)，高供高量，**kV一進一出。
（3）原有0.4kV電源仍引自市電網(wǎng)，受電位置不變。
（4）原有低壓柜因接線方式與變更后電氣系統(tǒng)不一致，故全部更換。

Brief Specification Description:(1) The original distribution room is not spacious enough, so the equipment in the original distribution room is demolished in this phase, and a new 0/0.4kV user substation is built by civil engineering. (2) **kV power supply is derived from the municipal power grid, with high and high volume, one in and one out of **kV. (3) The original 0.4kV power supply still comes from the municipal power grid and the power receiving position remains unchanged. (4) The original low-voltage cabinet is completely replaced because the wiring method is inconsistent with the changed electrical system. (b)落實政府采購政策需滿足的資格要求：（1）項目執(zhí)行《政府采購促進中小企業(yè)發(fā)展管理辦法》的通知（財庫〔****〕**號）及《關(guān)于進一步加大政府采購支持中小企業(yè)力度》的通知（財庫〔****〕**號）；（2）落實預留份額措施，提高中小企業(yè)在政府采購中的份額，扶持中小企業(yè)政策：本項目不專門面向中小企業(yè)；（3）扶持監(jiān)獄企業(yè)、殘疾人福利性單位，并將其視同小微型企業(yè)；（4）優(yōu)先采購節(jié)能環(huán)保產(chǎn)品政策：在技術(shù)、服務等指標同等條件下，對財政部財庫〔****〕**號和財政部財庫〔****〕**號文公布的節(jié)能環(huán)保產(chǎn)品品目清單中的產(chǎn)品實行優(yōu)先采購；對節(jié)能產(chǎn)品品目清單中以“★”標注的產(chǎn)品，實行強制采購。供應商須提供具有國家確定的認證機構(gòu)出具的、處于有效期之內(nèi)的認證證書方能享受優(yōu)先采購或強制采購政策；（5）購買國貨政策：本項目不接受進口產(chǎn)品；（6）按照《中小企業(yè)劃分標準規(guī)定》（工信部聯(lián)企業(yè)[****]**0號），本項目中小企業(yè)所屬的行業(yè)為建筑業(yè)。
(b)Qualification requirements to be met to implement government procurement policies:
(1) Notice on the Implementation of the Measures for the Promotion of the Development of Small and Medium-sized Enterprises by Government Procurement (ai Ku [****] No. **) and the Notice on Further Strengthening the Support for Small and Medium-sized Enterprises by Government Prourement (Cai Ku [****] No. **);(2) This project is not specifically aimed at SMEs;(3) Support prison enterprises and welfare institutions for the disabled, and treat them as small and micro enterprises;(4) Policy of preferentially purchasing energy-saving and environmental-friendly products:(5) Domestic goods purchase policy: This project does not accept imported products; (6) According to the "Regulations on the Classification Standards for Small and-sized Enterprises" (MIit Lian Qiye [****] No. **0), the industry to which the small and medium- enterprises in this project belong is the construction industry.
(c)本項目的特定資格要求：1、須系我國境內(nèi)依法設(shè)立的法人或非法人組織（本項目不接受分公司以自己名義參加采購活動）；
2、供應商應同時具備以下施工資質(zhì)：1）中華人民共和國住房和城鄉(xiāng)建設(shè)部頒發(fā)的電力工程施工總承包三級及以上資質(zhì)或輸變電工程專業(yè)承包三級及以上資質(zhì)； 2)具備國家能源局頒布的承裝(修、試)電力設(shè)施許可證五級及以上資質(zhì)。
3、企業(yè)具有有效的安全生產(chǎn)許可證；
4、擬派項目負責人具有機電工程專業(yè)二級及其以上注冊建造師執(zhí)業(yè)資格，具備有效的安全生產(chǎn)考核合格證書，且未擔任其他在建的建設(shè)工程項目的項目負責人（（以響應文件中提供的加蓋單位公章的《項目負責人基本情況表》為準（通過上海市住房和城鄉(xiāng)建設(shè)管理委員會網(wǎng)站zjw.sh.gov.cn 查詢、打印，首次響應文件提交截止時間前7 天內(nèi)打印有效））。
5、處于被政府管理部門禁止參加投標期間的單位不得參與競爭；
6、本項目不允許轉(zhuǎn)包。
(c)Specific qualification requirements for this program:1、Must be a legal person or an unincorporated organization established in accordance with the law within the territory of China;2、The supplier shall have the following construction qualifications at the same time: 1) The third-class qualification of general contracting of power engineering construction or the-class qualification of professional contracting of transmission and transformation project construction issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China;2) Possess a qualification of level 5 or above of the license for installation (repair, test) of power facilities issued by the National Energy Administration。3、The enterprise has a valid work safety permit;
4、The proposed project manager has a qualification of level two or above in mechanical and electrical engineering, has passed the safety production assessment, and is not serving as project manager of other projects.6、This project does not allow subcontracting.
