(a)滿足《中華人民共和國政府采購法》第二十二條規(guī)定；

(a)Meet the provisions of Article ** of the "Government Procurement Law of the People's Republic of China";

(b)落實(shí)政府采購政策需滿足的資格要求：本次招標(biāo)若符合政府強(qiáng)制采購節(jié)能產(chǎn)品、鼓勵環(huán)保產(chǎn)品、扶持福利企業(yè)、促進(jìn)殘疾人就業(yè)、促進(jìn)中小企業(yè)發(fā)展、支持監(jiān)獄和戒毒企業(yè)等政策，將落實(shí)相關(guān)政策。

(b)Qualification requirements to be met to implement government procurement policies:If this tender is in line with government policies such as mandatory procurement of energy-saving products, encouragement of environmental protection products, support for welfare enterprises, promotion of employment for persons with disabilities, promotion of the development of small and medium-sized enterprises, and support for prison and drug rehabilitation enterprises, the relevant policies will be implemented.

(c)本項(xiàng)目的特定資格要求：（1）投標(biāo)單位須是具有獨(dú)立承擔(dān)民事責(zé)任能力的在中華人民共和國境內(nèi)注冊的法人或者其他組織，在合法范圍內(nèi)開展經(jīng)營活動，具有履行本項(xiàng)目的相關(guān)供應(yīng)能力和服務(wù)能力；
（2）投標(biāo)單位具有中華人民共和國商務(wù)部成品油批發(fā)經(jīng)營批準(zhǔn)證書；
（3）投標(biāo)單位具有安全生產(chǎn)監(jiān)督管理局頒發(fā)的危險化學(xué)品經(jīng)營許可證。

(c)Specific qualification requirements for this program:(1) The bidding entity must be a legal person or other organization registered within the People's Republic of China with the ability to independently bear civil liabilities, conduct business activities within the legal scope, and possess the relevant supply capacity and service capabilities to perform this project.
(2) The bidding entity shall hold the Approval Certificate for Wholesale Operation of Refined Oil Products issued by the Ministry of Commerce of the People's Republic of China.
(3) The bidding entity shall hold the Hazardous Chemicals Business License issued by the Work Safety Supervision and Administration Bureau.

(i)符合《中華人民共和國政府采購法》第二十二條的規(guī)定；
