3)具有良好的商業(yè)信譽和健全的財務(wù)會計制度、有依法繳納稅收和社會保障資金的良好記錄、參加政府采購活動前三年內(nèi)，在經(jīng)營活動中沒有重大違法記錄；未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網(wǎng)（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法失信主體、政府采購嚴重違法失信行為記錄名單；
4）具備通信工程施工總承包三級及其以上資質(zhì)；
5）具備有效期內(nèi)的安全生產(chǎn)許可證；
6）擬派項目負責(zé)人具有通信與廣電工程專業(yè)一級及其以上注冊建造師執(zhí)業(yè)資格，具備有效的安全生產(chǎn)考核合格證書，且未擔(dān)任其他在建的建設(shè)工程項目的項目負責(zé)人。以上項目負責(zé)人以在上海市住房和城鄉(xiāng)建設(shè)管理委員會網(wǎng)站上查詢?yōu)闇?zhǔn)，在冊且無在建項目記錄（同一工程相鄰分段發(fā)包或分期施工的除外，投標(biāo)文件中需提交響應(yīng)截止日前7個工作日內(nèi)打印的注冊建造師《投標(biāo)項目負責(zé)人基本情況表》（通過上海市建設(shè)市場信息服務(wù)平臺https：//ciac.zjw.sh.gov.cn/查詢、截圖）；
