(c)本項目的特定資格要求：（1）本次招標需要網(wǎng)上投標，投標人必須獲得上海市電子簽名認證證書（CA認證證書）；
（2）具有有效的營業(yè)執(zhí)照或相關(guān)證件；
（3）具有承接本項目的人員、設備、場所等相關(guān)條件；
（4）投標截止之日前三年內(nèi)，在政府采購活動中無不良行為記錄；
（5）公司資產(chǎn)狀況良好，依法繳納稅收和社會保障資金，具有良好的商業(yè)信譽和健全的財務會計制度；
