Brief specification description or basic overview of the project:This project involves purchasing **0 sets of specialized public network handheld radios to meet the wireless communication needs of police auxiliary personnel of the sub-bureaus during daily law enforcement and patrol duties, emergency incident response, and other tasks (for specific requirements, please refer to Chapter 5 of the bidding documents).

(a)Meet the provisions of Article ** of the "Government Procurement Law of the People's Republic of China";
(b)落實政府采購政策需滿足的資格要求：本采購項目執(zhí)行政府采購有關(guān)鼓勵支持節(jié)能產(chǎn)品、環(huán)境認證產(chǎn)品以及支持中小企業(yè)、殘疾人福利性單位等的政策功能。
(b)Qualification requirements to be met to implement government procurement policies:This procurement project implements the policy functions of government procurement related to encouraging and supporting energy-saving products, environmental certification products, as well as supporting small and medium-sized enterprises and welfare units for the disabled.
(c)本項目的特定資格要求：3、本項目面向所有企業(yè)采購，對小型和微型企業(yè)投標人產(chǎn)品的價格給予**%的扣除，用扣除后的價格參與評審；
4、為采購項目提供整體設(shè)計、規(guī)范編制或者項目管理、監(jiān)理、檢測等服務(wù)的潛在投標人，不得參加本項目的采購活動；
5、單位負責人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項下的政府采購活動；
6、投標單位須具有通信工程施工總承包三級及以上資質(zhì)；
7、投標單位須具有良好的售后服務(wù)體系，能提供良好的技術(shù)支持；
8、本項目不接受聯(lián)合體投標。
(c)Specific qualification requirements for this program: (iii)This project is open to procurement from all enterprises, and a **% deduction will be applied to the prices of products offered by small and micro enterprise bidders. The deducted prices will be used for evaluation.
(iv)Potential bidders who provide overall design, specification development, or services suchas project management, supervision, and testing for the procurement project are not eligible to participate in the procurement activities of this project.
(v)Suppliers whose unit leaders are the same person or who have direct holding or management relationships shall not participate in government procurement activities under the same contract.
(vi)The bidding unit must have the general contracting qualification of communication engineering construction at level 3 or above.
(vii)Bidders must have a good after-sales service system and be able to provide excellent technical support.
(viii)This project does not accept bids from consortia.
