簡(jiǎn)要規(guī)則描述：本項(xiàng)目為了維護(hù)祝橋鎮(zhèn)區(qū)域公共安全和治安秩序，防止擾亂社會(huì)秩序的事件發(fā)生，提升服務(wù)區(qū)域秩序的和諧穩(wěn)定，提高人民群眾的安全感和滿意度。
Brief Specification Description:This project aims to maintain public safety and order in the Zhuqiao Town area, prevent incidents that disrupt social order, enhance the harmony and stability of the service area, and improve the sense of security and satisfaction of the people.

(b)落實(shí)政府采購(gòu)政策需滿足的資格要求：（1）落實(shí)預(yù)留份額措施，提高中小企業(yè)在政府采購(gòu)中的份額，扶持中小企業(yè)政策：本項(xiàng)目是專門面向中小企業(yè)采購(gòu)，評(píng)審時(shí)中小企業(yè)產(chǎn)品均不執(zhí)行價(jià)格折扣優(yōu)惠。（2）扶持殘疾人福利性單位，并將其視同小微型企業(yè)；

（2）未被“信用中國(guó)”（www.creditchina.gov.cn）、中國(guó)政府采購(gòu)網(wǎng)（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法案件當(dāng)事人名單、政府采購(gòu)嚴(yán)重違法失信行為記錄名單
（3）具備由省、自治區(qū)、直轄市人民政府公安機(jī)關(guān)核發(fā)的《保安服務(wù)許可證》；
（4）符合《關(guān)于對(duì)接國(guó)際高標(biāo)準(zhǔn)經(jīng)貿(mào)規(guī)則推進(jìn)試點(diǎn)地區(qū)政府采購(gòu)改革的指導(dǎo)意見》（滬財(cái)采〔****〕**號(hào)）第**條規(guī)定的供應(yīng)商，不得參加本項(xiàng)目的采購(gòu)活動(dòng)；
（5）本次采購(gòu)不接受聯(lián)合體響應(yīng)，不允許合同轉(zhuǎn)讓與分包。
