The procurement of rebar for this projecthas met the tender conditions and is now open for public tender, usingelectronic tendering and bidding methods.

本項(xiàng)目鋼筋的采購(gòu)已滿足招標(biāo)條件，現(xiàn)采用電子招標(biāo)投標(biāo)方式公開(kāi)招標(biāo)。

2 Tender Content

Suppliers are required to provide rebarlisted in the tender documents.

投標(biāo)人應(yīng)提供招標(biāo)文件中列出的鋼筋。

3 Qualification Requirements for Bidders

3 投標(biāo)人資格要求

3.1Bidders must be legally registered and possess valid business licenses,tax registration certificates, and other relevant legal documents as requiredby laws and regulations.

3.1投標(biāo)人必須經(jīng)過(guò)合法注冊(cè)，并持有有效的營(yíng)業(yè)執(zhí)照、稅務(wù)登記證書和法律、法規(guī)要求的其他相關(guān)法律文件。

3.2Bidding enterprises must have the necessary resources and may need toprovide a list of rebar sold by the company and other relevant documents.

3.2投標(biāo)人必須具備必要的資源，并可能需要提供公司銷售的鋼筋清單等相關(guān)文件。

3.3 Bidders must not fall under any of the following circumstances:

3.3投標(biāo)人不得存在下列情形之一：

(1)The same person serves as the legal representative of multiple units orthere exists a controlling or management relationship between different units.In such cases, bidding for the same section is not allowed, otherwise, allrelated bids will be invalid.

(1)同一個(gè)人作為多個(gè)單位的法定代表人，或者不同單位之間存在控股或管理關(guān)系。在這種情況下，不允許對(duì)同一部分進(jìn)行投標(biāo)，否則所有相關(guān)的投標(biāo)都將無(wú)效。

(2)Bidders whose bidding qualifications have been suspended or cancelled.

(2)投標(biāo)資格被暫停或取消的投標(biāo)人。

(3)Bidders whose production or business operations have been ordered to besuspended, or whose licenses or permits have been suspended or revoked.

(3)被責(zé)令暫停生產(chǎn)或者吊銷許可證的投標(biāo)人。

(4)Bidders who are undergoing liquidation procedures, have been declaredbankrupt, or have other circumstances that result in a loss of performancecapabilities.

(4)正在接受清算程序、已被宣告破產(chǎn)或者有其他情形導(dǎo)致喪失履行能力的投標(biāo)人。

(5) Bidders who have been included in the list of serious illegal anddishonest enterprises.

(5)被列入嚴(yán)重違法違法企業(yè)名單的投標(biāo)人。

5 Acquisition of Tender Documents

5.1 Interested bidders shall register as asupplier or apply to add a cooperative intention unit on the "CCCCC SupplyChain Management Information System" (website: http://ec.ccccltd.cn/)within ** hours before the deadline of the tender notice. Suppliers who fail toregister successfully or add a cooperative intention unit will not be able toparticipate in the bidding.

5.1有興趣的投標(biāo)人應(yīng)在投標(biāo)通知截止時(shí)間前**小時(shí)內(nèi)注冊(cè)為供應(yīng)商或在“中交集團(tuán)供應(yīng)鏈管理信息系統(tǒng)”（網(wǎng)站：http://ec.ccccltd.cn/）上申請(qǐng)?jiān)黾雍献饕庀?。未成功注?cè)或增加合作意向單位的供應(yīng)商將無(wú)法參與投標(biāo)。

6 Submission of Bid Documents

6投標(biāo)文件的遞交

The time for submission of bid documents isfrom November **,**** at **:** PM to November ** ,**** at **:** PM. Biddersmust log in to the "CCCC Supply Chain Management Information System"(website: http://ec.ccccltd.cn/) to submit quotations and upload bid documents(both editable electronic documents and scanned versions with signatures andseals must be uploaded). Bidders who fail to submit quotations and complete thesubmission of bid documents before the bid deadline will not be accepted by thetenderer.

提交投標(biāo)文件的時(shí)間為： ****年**月**日**時(shí)至 ****年**月**日**時(shí)。投標(biāo)人必須登錄到“中交集團(tuán)供應(yīng)鏈管理信息系統(tǒng)”（網(wǎng)站：http://ec.ccccltd.cn/），提交報(bào)價(jià)并上傳投標(biāo)文件（帶有簽名或印章的掃描件）。未在投標(biāo)截止時(shí)間前提交報(bào)價(jià)并完成投標(biāo)文件的投標(biāo)人，投標(biāo)文件不予接受。
