Brief Specification Description:This project aims to assist in the more effective standardized management of the main and auxiliary checkpoints in Nangang, as well as to maintain good order at these checkpoints. It proposes to support customs in daily management within the jurisdiction through government-purchased services.

(a)滿足《中華人民共和國政府采購法》第二十二條規(guī)定；
(a)Meet the provisions of Article ** of the "Government Procurement Law of the People's Republic of China";
(b)落實政府采購政策需滿足的資格要求：（1）落實預留份額措施，提高中小企業(yè)在政府采購中的份額，扶持中小企業(yè)政策：本項目是專門面向中小企業(yè)采購，評審時中小企業(yè)產品均不執(zhí)行價格折扣優(yōu)惠。（2）扶持殘疾人福利性單位，并將其視同小微型企業(yè)；
(b)Qualification requirements to be met to implement government procurement policies:(1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and medium-sized enterprises, and during the evaluation process, no price discounts will be implemented for their products. (2) Support welfare units for people with disabilities and treat them as small and micro enterprises;
(c)本項目的特定資格要求：（1）符合《中華人民共和國政府采購法》第二十二條的規(guī)定
（2）未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法案件當事人名單、政府采購嚴重違法失信行為記錄名單
（3）具備由省、自治區(qū)、直轄市人民政府公安機關核發(fā)的《保安服務許可證》；
（4）符合《關于對接國際高標準經貿規(guī)則推進試點地區(qū)政府采購改革的指導意見》（滬財采〔****〕**號）第**條規(guī)定的供應商，不得參加本項目的采購活動；
（5）本次采購不接受聯(lián)合體響應，不允許合同轉讓與分包。
(c)Specific qualification requirements for this program:(1) In accordance with Article ** of the Government Procurement Law of the People's Republic of China, (2) not included in the list of dishonest persons subject to enforcement, parties involved in major tax violations, or records of serious illegal and dishonest behavior in government procurement by "Credit China" (www.creditchina. gov.cn) or China Government Procurement Network (www.ccgp. gov.cn), (3) possessing a "Security Service License" issued by the public security organs of the provincial, autonomous region, or municipality directly under the Central Government; (4) Suppliers who comply with Article ** of the Guiding Opinions on Promoting Government Procurement Reform in Pilot Areas in Connection with International High Standard Economic and Trade Rules (Hu Cai Cai Cai [****] No. **) are not allowed to participate in the procurement activities of this project; (5) This procurement does not accept consortium responses and does not allow contract transfer or subcontracting.
