簡要規(guī)格描述或項目基本概況介紹、用途：根據(jù)《關(guān)于深化推進平安建設(shè)物防設(shè)施建設(shè)的實施方案》要求，擬采購為屬地派出所采購輔助力量服務(wù)，為小型“移動平安哨”配備力量，協(xié)助屬地派出所做好接處警工作，在民警的指揮下完成駕駛車輛、信息登記、情況了解、拍照取證、配合性抓捕等工作。
Brief specification description or basic overview of the project:According to the Implementation Plan for Deepening the Construction of Physical Defense Facilities for Safe Construction, it is proposed to purchase auxiliary forces to serve local police stations, equip small "mobile safety posts" with forces, assist local police stations in receiving and handling police calls, and complete tasks such as driving vehicles, information registration, situation understanding, photography and evidence collection, and cooperative arrests under the command of police officers.

(b)落實政府采購政策需滿足的資格要求：（1）落實預(yù)留份額措施，提高中小企業(yè)在政府采購中的份額，扶持中小企業(yè)政策：本項目非專門面向中小企業(yè)采購，評審時小微企業(yè)產(chǎn)品均執(zhí)行**%價格折扣優(yōu)惠。（2）扶持殘疾人福利性單位，并將其視同小微型企業(yè)；
(b)Qualification requirements to be met to implement government procurement policies:(1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is not specifically aimed at purchasing from small and medium-sized enterprises, and during the evaluation, small and micro enterprise products will be subject to a **% price discount. (c)本項目的特定資格要求：（1）本項目面向大、中、小、微型企業(yè)，事業(yè)法人、其他組織或自然人采購；
（2）未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網(wǎng)（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法案件當(dāng)事人名單、政府采購嚴(yán)重違法失信行為記錄名單；
（3）符合《關(guān)于對接國際高標(biāo)準(zhǔn)經(jīng)貿(mào)規(guī)則推進試點地區(qū)政府采購改革的指導(dǎo)意見》（滬財采〔****〕**號）第**條規(guī)定的供應(yīng)商，不得參加本項目的采購活動；
（4）具備省市級公安部門核發(fā)的有效的《保安服務(wù)許可證》；
（5）項目不允許轉(zhuǎn)包。
(c)Specific qualification requirements for this program:(1) This project is aimed at large, medium, small, and micro enterprises, public institutions, other organizations, or natural persons for procurement; (2) Not included in the list of dishonest persons subject to enforcement, parties involved in major tax violations, and records of serious illegal and dishonest behavior in government procurement by "Credit China" (www.creditchina. gov.cn) and China Government Procurement Network (www.ccgp. gov.cn); (3) Suppliers who comply with Article ** of the Guiding Opinions on Promoting Government Procurement Reform in Pilot Areas in Connection with International High Standard Economic and Trade Rules (Hu Cai Cai Cai [****] No. **) are not allowed to participate in the procurement activities of this project; (4) Having a valid Security Service License issued by the provincial and municipal public security departments; (5) Subcontracting is not allowed for the project.
