(b)Qualification requirements to be met to implement government procurement policies:（1）Implementing quota measures to increase the share of small and medium-sized enterprises (SMEs) in government procurement; supporting SMEs policy: This project is specifically for small and micro enterprises to procure, no price discount preference will be given to SME products during evaluation.
（2）Supporting prison enterprises and welfare units for people with disabilities, treating them as equivalent to small and micro-enterprises;

(c)本項目的特定資格要求：3.1 本項目面向小微企業(yè)（含小型、微型企業(yè)）采購
3.2 具有有效期內(nèi)的《危險化學(xué)品經(jīng)營許可證》；
3.3 未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網(wǎng)（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法案件當(dāng)事人名單、政府采購嚴(yán)重違法失信行為記錄名單；
3.4 本項目不接受聯(lián)合體形式投標(biāo)。
3.5 供應(yīng)商單位負(fù)責(zé)人為同一人或者存在控股、管理關(guān)系的不同單位，不得參加同一標(biāo)段投標(biāo)或者未劃分標(biāo)段的同一招標(biāo)項目投標(biāo)。為采購項目提供整體設(shè)計、規(guī)范編制或者項目管理、監(jiān)理、檢測等服務(wù)的供應(yīng)商，不得再參加該采購項目的其他采購活動。

3.3 Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonest acts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn)；
3.4 This project does not accept Joint Bids；
3.5 If the unit leader is the same person or if there is a direct controlling or management relationship between different suppliers, they shall not participate in government procurement activities under the same contract; Suppliers who provide overall design, specification preparation, project management, supervision, testing and other services for procurement projects shall not participate in other procurement activities of the procurement project.
