東非原油外輸管道EPC項目起點于烏干達(dá)TilengaCPF（聯(lián)絡(luò)線起點），止于坦桑尼亞Tanga港，總長****km，其中：干線****km，聯(lián)絡(luò)線**km。烏干達(dá)境內(nèi)**2km，坦桑尼亞境內(nèi)****km；全線泵站6座，減壓站2座，閥室**座，電伴熱站**座（與閥室合建**座，單獨建設(shè)3座）。該項目業(yè)主為道達(dá)爾勘探開發(fā)公司（上游，聯(lián)絡(luò)線部分）與道達(dá)爾東非中游公司。計劃工期為**個月。

3.2投標(biāo)人須具有獨立法人資格，在法律和財務(wù)上獨立、合法運作并獨立于招標(biāo)人（招標(biāo)代理機(jī)構(gòu)）的制造商。
3.2Thebiddermusthaveindependentlegalpersonality,legallyandfinanciallyindependentofthemanufacturerthatoperateslegallyandindependentlyofthetenderer(tenderingagency).
3.3投標(biāo)人需有相應(yīng)供貨業(yè)績合同，不限數(shù)量，業(yè)績表中產(chǎn)品的性能、技術(shù)參數(shù)應(yīng)能適用或接近數(shù)據(jù)單中規(guī)定的工況條件。業(yè)績表應(yīng)包括工程名稱、產(chǎn)品規(guī)格型號及主要技術(shù)參數(shù)、供貨數(shù)量、使用地點、簽訂合同時間、有效業(yè)績合同及合同發(fā)票復(fù)印件（提供的合同復(fù)印件至少應(yīng)包括：封頁；簽字蓋章頁；合同中包含買方名稱、物資名稱、規(guī)格型號及技術(shù)參數(shù)、供貨數(shù)量、簽訂時間的關(guān)鍵頁；合同發(fā)票復(fù)印件至少應(yīng)包括與合同對應(yīng)的1張發(fā)票）。

3.4投標(biāo)人提供ISO相關(guān)體系認(rèn)證（有效ISO****、****1、****1）及相關(guān)企業(yè)資質(zhì)（包括但不限于營業(yè)執(zhí)照或注冊證書等）,具有與本招標(biāo)項目相應(yīng)的供貨能力，投標(biāo)人需在投標(biāo)文件中如實寫明中標(biāo)后該批貨物的生產(chǎn)品牌，生產(chǎn)地址，如生產(chǎn)、制造加工基地；

3.5如投標(biāo)人為中國注冊的制造商的,須在“國家企業(yè)信用信息公示系統(tǒng)”網(wǎng)站（www.gsxt.gov.cn）未被列入經(jīng)營異常名錄和嚴(yán)重違法失信企業(yè)名單；投標(biāo)人、法定代表人或者負(fù)責(zé)人未被人民法院在“信用中國”網(wǎng)站（www.creditchina.gov.cn）列入失信被執(zhí)行人；****年1月1日至投標(biāo)截止時間，投標(biāo)人或其法定代表人（單位負(fù)責(zé)人）無行賄犯罪行為（在“中國裁判文書網(wǎng)”網(wǎng)站（wenshu.court.gov.cn）查詢）。

3.6投標(biāo)人未被中國石油天然氣集團(tuán)有限公司/中國石油管道局工程有限公司列入黑名單、暫?；蛉∠稑?biāo)資格或交易權(quán)限。投標(biāo)人近三年在中國石油天然氣集團(tuán)有限公司/中國石油管道局工程有限公司所屬項目中無重大質(zhì)量事故、安全事故，且與CPP無法律糾紛，需提供承諾函。如制造商為中石油庫內(nèi)供應(yīng)商，能源一號網(wǎng)入網(wǎng)狀態(tài)應(yīng)為：“正?！保ㄡ槍θ刖W(wǎng)企業(yè)）。
3.6Thebidderhasnotbeenblacklisted,suspendedorcanceledbyChinaNationalPetroleumCorporation/ChinaPetroleumPipelineEngineeringCo.,Ltd.ThebiddermusthavenomajorqualityorsafetyincidentsinprojectsunderChinaNationalPetroleumCorporation(CNPC)orChinaPetroleumPipelineEngineeringCo.,Ltd.(CPP)overthepastthreeyearsandnolegaldisputeswithCPP.Acommitmentletterisrequired.IfthemanufacturerisaCNPCin-housesupplier,thestatusonEnergyOneNetworkmustbe"Normal"(forlistedenterprises).
3.7財務(wù)要求：
中國境內(nèi)的投標(biāo)人應(yīng)財務(wù)狀況良好（其中資產(chǎn)負(fù)債率小于**0%），沒有處于財產(chǎn)被接管、破產(chǎn)或其他關(guān)、停、并、轉(zhuǎn)狀態(tài)；投標(biāo)人需承諾不存在進(jìn)入清算程序、被宣告破產(chǎn)或其他喪失履約能力的情形（投標(biāo)人需在其響應(yīng)文件中提供無上述情形的承諾函）；投標(biāo)人須提供****年度的經(jīng)第三方審計的資產(chǎn)負(fù)債表、現(xiàn)金流量表、利潤表（投標(biāo)人須提供經(jīng)第三方審計的證明材料，如：審計單位蓋章的審計報告的關(guān)鍵頁）。如投標(biāo)人中標(biāo)，采購需求人有權(quán)在合同簽訂前審查其財務(wù)狀況（含財務(wù)審計報告），若發(fā)現(xiàn)投標(biāo)人存在上述情況或風(fēng)險的，采購需求人有權(quán)取消其中標(biāo)資格。投標(biāo)人需在其響應(yīng)文件中提供其接受上述條款的承諾函。
