簡(jiǎn)要規(guī)格描述或項(xiàng)目基本概況介紹、用途：根據(jù)水運(yùn)相關(guān)規(guī)范要求及新片區(qū)水運(yùn)工作實(shí)際，擬委托第三方服務(wù)機(jī)構(gòu)協(xié)助行業(yè)管理單位對(duì)轄區(qū)內(nèi)承接的通航水域、港口碼頭、水運(yùn)及船管、水上水下活動(dòng)項(xiàng)目等開(kāi)展行業(yè)監(jiān)管工作。按照通航水域事務(wù)、港口事務(wù)、水路運(yùn)輸及船管企業(yè)事務(wù)、水上水下活動(dòng)事務(wù)等行業(yè)巡查和批后監(jiān)管的法律法規(guī)及要求，結(jié)合新片區(qū)實(shí)際情況，進(jìn)行相關(guān)輔助巡查工作，一方面定期排查監(jiān)管對(duì)象及項(xiàng)目是否存在安全隱患和風(fēng)險(xiǎn)，另一方面向行業(yè)管理單位定期反饋監(jiān)管情況，協(xié)助管理單位組織日常專(zhuān)項(xiàng)及特定檢查，為行業(yè)管理單位提供相應(yīng)輔助管理的技術(shù)支持。

（3）單位負(fù)責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同投標(biāo)人，不得參加同一合同項(xiàng)下的政府采購(gòu)活動(dòng)；為采購(gòu)項(xiàng)目提供整體設(shè)計(jì)、規(guī)范編制或者項(xiàng)目管理、監(jiān)理、檢測(cè)等服務(wù)的投標(biāo)人，不得再參加該采購(gòu)項(xiàng)目的其他采購(gòu)活動(dòng)；
