中化建國際招標(biāo)有限責(zé)任公司（以下稱為“招標(biāo)代理機(jī)構(gòu)”），中國海洋石油集團(tuán)有限公司的全資子公司，受中海殼牌石油化工有限公司公司（以下稱為“招標(biāo)人”）委托，就中海殼牌惠州聚碳酸酯項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國際公開招標(biāo)。現(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交電子密封投標(biāo)：
CNCCC International Tendering Co., Ltd., a wholly-owned subsidiary of China National Offshore Oil Corporation (CNOOC), (hereinafter referred to as “the Procurement Agency”), entrusted by CSPCHuizhouPolycarbonateProject(hereinafter referred to as “Procuring Entity(Company/Purchaser)”), intends toorganize an International Competitive Bidding for thepurchaseof the Goods and the relevant services required under the project ofCSPCHuizhouPolycarbonateProject. Bidders are kindly requested to submit their electronically sealed bids forthe following Goods and Services.

Project Summary：Project overview and financial nature: CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase III Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

3. 對(duì)投標(biāo)人的資格和業(yè)績要求
Requirements for Qualificationsand the Past Performanceof the Bidder:
（1）資格要求Requirements for Qualifications of the Bidder★
A. ★如果投標(biāo)人為中國境內(nèi)注冊(cè)公司，投標(biāo)人需具有合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營業(yè)執(zhí)照，投標(biāo)時(shí)需提供原件掃描件（原件備查）；
If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).
★如果投標(biāo)人為中國境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；
If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.
★投標(biāo)人為分公司的，需具有合法有效的營業(yè)執(zhí)照（境內(nèi)注冊(cè)）/公司登記注冊(cè)證明（境外注冊(cè)）和上級(jí)法人單位授權(quán)書（授權(quán)該分公司投標(biāo)和簽訂合同），投標(biāo)時(shí)需提供原件掃描件（原件備查）。
If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents (with the originals kept available for verification).
★招標(biāo)人認(rèn)可該分公司和上級(jí)法人單位的資質(zhì)、資格和業(yè)績，不認(rèn)可同一上級(jí)法人單位的其它分公司的資質(zhì)、資格和業(yè)績。分公司與上級(jí)法人單位只可一家參與投標(biāo)，同時(shí)參與投標(biāo)的，投標(biāo)均無效。
The qualifications, eligibility and performance of the branch and its superior legal entity shall be recognizedby the Procuring Entity(Company/Purchaser), while the qualifications, eligibility and performance of other branches under the same superior legal entity shall not be recognized. Only one of the branch and its superior legal entity may participate in the bid; if both participate in the bid, all their bids shall beregarded asinvalidbids.
B. ★如果投標(biāo)人所投貨物非投標(biāo)人自己制造，投標(biāo)人應(yīng)得到所投貨物制造商同意其在本次投標(biāo)中提供該貨物的正式授權(quán)書。投標(biāo)時(shí)提供制造商授權(quán)書原件的掃描件。
If the Goods to be offered by a bidder are not manufactured or not to be manufactured by the bidder itself, the bidder shall obtain a formal authorization letter from the manufacturer, permitting the bidder to offer such Goods in this bidding. The scanned copy of the original authorization letter must be provided and be included in the bidding document.
投標(biāo)人以自己制造的貨物參與投標(biāo)的，不能再將此貨物同時(shí)授權(quán)給其他投標(biāo)人參與投標(biāo)，否則相關(guān)的所有投標(biāo)將被拒絕。投標(biāo)人將被授權(quán)的貨物再授權(quán)給其他投標(biāo)人同時(shí)參與投標(biāo)的，相關(guān)的所有投標(biāo)將被拒絕。
If a bidder participates in the bidding with goods manufactured by itself, the biddershall not authorize other biddersto offer the same goods in the bidding at the same time; otherwise, all related bids will be rejected. If a bidder re-authorizesother bidders the authorized goods to participate in the bidding at the same time, all related bids will be rejected.

（2）業(yè)績要求Requirement for Bidder's Past Performance:
****年1月1日至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)人所投產(chǎn)品的制造商應(yīng)具有2個(gè)合同均不少于1臺(tái)氙燈氣候老化實(shí)驗(yàn)箱的供貨業(yè)績。（供貨業(yè)績的制造商必須是本次投標(biāo)產(chǎn)品的制造商）
Subject to the contract signing date, the manufacturer of the products to be offered by the bidder shall have at least two contracts evidencing itssupply performance records of Xenon Weathering Chamberproductsfrom January 1, ****to the bid close date, and the manufacturer of such supplied products must be the samemanufacturer of the products to be offered in this bid.
投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括：1）銷售合同；2）用戶簽字或蓋章的到貨驗(yàn)收材料（到貨驗(yàn)收單或調(diào)試驗(yàn)收?qǐng)?bào)告或其它可以證明合同項(xiàng)下貨物已經(jīng)到貨驗(yàn)收的有效證明材料）。
The bidder shall submit the Performance Form in the specified format and provide the relevant performance certification documents. The performance certification documents include: 1) Sales contracts; 2) Goods Arrival Acceptance signed or stampedby the client(i.e. Arrival Acceptance Form, or,Commissioning Acceptance Report, or other valid certifications that can prove the goods under the contract have passed the arrival acceptance).
同一集團(tuán)全球范圍內(nèi)不同制造商（即同一集團(tuán)旗下的全資子公司或控股子公司或制造工廠）制造的所投產(chǎn)品的業(yè)績，視為所投產(chǎn)品的制造商的業(yè)績；投標(biāo)人應(yīng)提供說明函，說明本次所投產(chǎn)品的制造商與滿足上述業(yè)績要求的產(chǎn)品制造商屬于同一集團(tuán)。
The performance of the products submitted by different manufacturers within the same group (i.e., wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) is regarded as the performance of the manufacturer of the products submitted by the bidder; the bidder should provide an explanatory letter to state that the manufacturer of the products submitted in this bid and the manufacturer of the products meeting the above performance requirements belong to the same group.
投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、合同簽署頁（國內(nèi)貿(mào)易合同應(yīng)有雙方蓋章，國際貿(mào)易合同應(yīng)有雙方簽字或蓋章）、貨物名稱、用戶簽字或蓋章的到貨驗(yàn)收材料。
The performance certification documents submitted by the bidder must include at least the following contents: the contract signing date; the contract signature page (China domestic trade contracts shall be stampedby the buyer and the seller, while international trade contracts shall be signed or stampedby the buyer and the seller); the name of the goods; and the goods arrival acceptance signed orstampedby the client、project location.
若業(yè)績合同為年度協(xié)議，除提供年度協(xié)議外，還應(yīng)提供相應(yīng)的已到貨訂單，訂單內(nèi)容或編號(hào)應(yīng)與年度協(xié)議相關(guān)聯(lián)。同一個(gè)年度協(xié)議下，提供1個(gè)或以上的訂單及與訂單對(duì)應(yīng)的到貨驗(yàn)收材料，均視為1個(gè)有效業(yè)績。
If the contract is an annual framework agreement, in addition to theagreementitself, the corresponding PurchaseOrder(s) (PO)(under which the goods were delivered) shall also be provided, and the purchase order content or PO numberingshall be associated with the annual framework agreement. Under thesame annual framework agreement, one or more purchase orders and theirarrival acceptance certificate(s)corresponding to the orders shall be deemed as one valid performance.
如果投標(biāo)人是代理商，****年1月1日至投標(biāo)截止時(shí)間（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)人應(yīng)具有至少1個(gè)合同的與本次投標(biāo)制造商的氙燈氣候老化試驗(yàn)箱的代理業(yè)績，并提供相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于銷售合同復(fù)印件，至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、合同簽署頁（國內(nèi)貿(mào)易合同應(yīng)有雙方蓋章，國際貿(mào)易合同應(yīng)有雙方簽字或蓋章）、貨物名稱、代理商名稱、制造商名稱。
If the bidder is an agent, from January 1st, **** to the deadline for submission of the bid (subject to the signing time of the contract),he bidder shall have at least one contract of agency performance for Xenon Weathering Chamberwith the manufacturer of this bidand provide correspondingdocumentary evidence. The salesperformance documentary evidenceincludesbut not limited to a copy of the sales contract, which should at least reflect the following contents: the date of contract signing, the contract signing page (domestic trade contracts should have signatures?and?seals from both parties, international trade contracts should have signatures or seals from both parties), and the name of the good, name of the agent and name of the manufacturer.
未提交業(yè)績證明文件，或通過所提供的業(yè)績證明文件無法認(rèn)定滿足上述業(yè)績要求的，均被視為無效業(yè)績。
Failure to submit the past performance certification documents, or inability to ？？authenticate that the above performance requirements are met through the performance certification documentsso provided, shall be deemed as invalid performance.

The bidder is requested to fill in the "購買招標(biāo)文件登記表"(Registration Form for Purchasing SolicitationDocuments) online and pay the document fee online. After successful payment, the bidder can download the SolicitationDocuments by themselves. Each set of the SolicitationDocuments is priced at **0 Renminbi yuan or **USdollars, and the fee is non-refundable after purchase. Thisfee is used for printing and mailing the solicitationdocuments/pre-qualification documents.
