(c)本項目的特定資格要求：3、本次采購需要網(wǎng)上響應，供應商必須獲得上海市電子簽名認證證書（CA認證證書），根據(jù)《上海市政府采購供應商登記及誠信管理（暫行）辦法》，為已在上海市政府采購網(wǎng)登記入庫的供應商；4、符合《關于對接國際高標準經(jīng)貿規(guī)則推進試點地區(qū)政府采購改革的指導意見》（滬財采〔****〕**號）第**條規(guī)定的供應商，不得參加本項目的采購活動；5、須系我國境內依法設立的法人組織；6、具有中華人民共和國住房和城鄉(xiāng)建設部頒發(fā)的通信工程施工總承包三級及以上資質；7、具有建設部門頒發(fā)的《安全生產(chǎn)許可證》(有效期內）；8、擬派項目負責人具有通信與廣電工程專業(yè)一級注冊建造師執(zhí)業(yè)資格且具備有效的安全生產(chǎn)考核合格證書；9、單位負責人為同一人或者存在直接控股、管理關系的不同供應商，不得參加同一合同項下的政府采購活動；為本項目提供整體設計、規(guī)范編制或者項目管理、監(jiān)理、檢測等服務的供應商，不得參加本項目的采購活動；**、本項目不接受聯(lián)合體響應。

(c)Specific qualification requirements for this program:6. Having the third level or above qualification for general contracting of communication engineering construction issued by the Ministry of Housing and Urban Rural Development of the People's Republic of China; 7. Having a valid Safety Production License issued by the construction department; 8. The proposed project leader shall have the professional qualification of a first level registered constructor in the field of communication and broadcasting engineering, and possess a valid safety production assessment certificate
