簡要規(guī)則描述：為了保障河道和水閘的管理及防汛安全，加強對蘆潮港、蘆潮引河、赤風港、泐馬河、新團蘆港等5條河道河床、泐馬河水閘及閘外水域水下地形、河床斷面定期、連續(xù)的監(jiān)測，及時發(fā)現(xiàn)河床沖刷岸段和沖刷深度、位置分布，及早發(fā)現(xiàn)問題和安全隱患，掌握河床、泐馬河閘外水下地形沖刷的發(fā)展過程和臺風、暴雨、急流對水下地形沖刷變化的規(guī)律，預測未來一段時間內河勢及水下地形變化的發(fā)展趨勢、變化速度，判斷河勢、水閘的穩(wěn)定性和安全，進一步加強河道和水閘長效化管理，擬采購一家供應商提供風險水域水下地形檢測服務。（具體內容詳見“第二章 項目采購需求”）
Brief Specification Description:In order to ensure the management of rivers and sluice gates and flood control safety, strengthen the regular and continuous monitoring of the riverbed, topography, and cross-section of the riverbed of the five rivers including Luchang Port, Luchang Diversion River, Chifeng Port, Lika, and Xintuan Lu Port, timely detect the scouring sections of the riverbed and the depth and distribution of scouring, and find problems and hidden dangers as early as, master the process of scouring the riverbed, underwater topography outside the Lika River Sluice, and the rules of scouring changes of underwater topography under the of typhoons, heavy rain, and rapid flow, predict the development trend and speed of river morphology and underwater topography changes in a period of time in the future, judge stability and safety of river morphology and sluice gates, and further strengthen the long-term management of rivers and sluice gates. 3.4未被列入《信用中國網(wǎng)站》（www.creditchina.gov.cn）失信被執(zhí)行人名單、重大稅收違法案件當事人名單和“中國政府采購網(wǎng)”（www.ccgp.gov.cn）政府采購嚴重違法失信行為記錄名單。
3.5為該采購項目提供整體設計、規(guī)范編制或者項目管理、監(jiān)理、檢測等服務的供應商，不得再參加該項目的其他采購活動。
3.6單位負責人為同一人或者存在直接控股、管理關系的不同供應商，不得參加同一合同項下的政府采購活動。
