(b)Qualification requirements to be met to implement government procurement policies:1、Implement reserved share measures to boost SMEs’ government procurement share and support their development: this project is exclusively for SMEs (medium, small, micro).
2、Support prison enterprises and welfare units for the disabled, treating them as micro/small enterprises.
3、Prioritize energy-saving and environmental protection (ESEP) products per MOF Caiku [****] No.**/**; mandatory procurement for "★" marked energy-saving products. Suppliers need valid national certification to qualify.
4、Domestic product policy: Imported products not accepted.

(c)本項目的特定資格要求：（1）施工現(xiàn)場項目管理機構(gòu)擬派人員要求：最低應(yīng)為5人(含)以上，且需包含園林項目負責人（園林專業(yè)中級及其以上職稱）1人、安全員1人、質(zhì)量員1人、材料員1人、中級園林綠化工（班組負責人）1人。
（2）項目負責人須具有園林綠化工程從業(yè)人員項目負責人電子卡，具有園林專業(yè)中級及其以上職稱，且無在建項目記錄。

(c)Specific qualification requirements for this program:(1) Requirements for personnel to be assigned to the project management organization at the construction site: The minimum number of personnel should be 5 or more, including 1 person in charge of the landscape project (intermediate or above professional title in landscape architecture), 1 safety officer, 1 quality inspector, 1 material handler, and 1 intermediate-level landscape greening worker (team leader). (2) The project manager must have an electronic card for landscape greening engineering practitioners, have an intermediate or above professional title in landscape architecture, and have no ongoing projects.
