(c)本項目的特定資格要求：具備建設部頒發(fā)的市政公用工程施工總承包三級及其以上資質(zhì)，擬派項目負責人具備市政公用工程注冊建造師二級及其以上資格。本項目專門面向中小企業(yè)采購.

(c)Specific qualification requirements for this program:It has a municipal public works construction general contracting level three or above qualification issued by the Ministry of Construction, and the proposed project leader shall have a second-level or above registered constructor qualification for municipal public works. 1、根據(jù)上海市財政局《關于上海市政府采購信息管理平臺招投標系統(tǒng)正式運行的通知》（滬財采[****]**號）的規(guī)定，本項目招投標相關活動在電子采購平臺（網(wǎng)址：www.zfcg.sh.gov.cn）電子招投標系統(tǒng)進行。響應人應根據(jù)《上海市電子政府采購管理暫行辦法》等有關規(guī)定和要求執(zhí)行。響應人在電子采購平臺的有關操作方法可以參照電子采購平臺中的“在線服務”專欄的有關內(nèi)容和操作要求辦理。
2、響應人應在投標截止時間前盡早加密上傳響應文件，電話通知采購人進行簽收，并及時查看采購人在電子采購平臺上的簽收情況，打印簽收回執(zhí)，以免因臨近投標截止時間上傳造成采購人無法完成簽收的情形。未簽收的響應文件視為投標未完成。
