Brief Specification Description:This project will competitively select a qualified provider through a competitive consultation process to deliver financial supervision services for the junior high school supporting the C**-** plot in the Lingang New Area **5 Community. The primary tasks include comprehensive fund monitoring, financial management, and investment control (specific details subject to the procurement authority's particular requirements)
合同履約期限：自合同簽訂之日開始起至成交供應(yīng)商完成本項目約定的工作范圍內(nèi)所有項目財務(wù)（投資）監(jiān)理工作內(nèi)容并通過審計及竣工財務(wù)決算后結(jié)束

(b)落實政府采購政策需滿足的資格要求：包括但不限于節(jié)能產(chǎn)品政府采購、環(huán)境標(biāo)志產(chǎn)品政府采購、促進(jìn)中小企業(yè)發(fā)展、支持監(jiān)獄企業(yè)發(fā)展、促進(jìn)殘疾人就業(yè)。
(b)Qualification requirements to be met to implement government procurement policies:Including but not limited to government procurement of energy-saving products, government procurement of environmental labeling products, promoting the development of small and medium-sized enterprises, supporting the development of prison enterprises, and promoting employment for people with disabilities.
(c)本項目的特定資格要求：（1）供應(yīng)商應(yīng)配備從事工程概算、預(yù)（結(jié)）算、竣工財務(wù)決算審查工作的專業(yè)技術(shù)人員和具有注冊會計師執(zhí)業(yè)資格的財務(wù)人員；注冊會計師執(zhí)業(yè)資格人員允許外聘或與有資質(zhì)的會計師事務(wù)所組成聯(lián)合體；外聘注冊會計師執(zhí)業(yè)資格人員的，該人員不得再作為參加本項目采購活動的其他供應(yīng)商的項目組成員
（2）符合《關(guān)于對接國際高標(biāo)準(zhǔn)經(jīng)貿(mào)規(guī)則推進(jìn)試點(diǎn)地區(qū)政府采購改革的指導(dǎo)意見》（滬財采〔****〕**號）第**條規(guī)定的供應(yīng)商，不得參加本項目的采購活動
（3）本項目接受聯(lián)合體投標(biāo)，應(yīng)滿足以下要求：
1）參加聯(lián)合體的會計師事務(wù)所應(yīng)取得《會計師事務(wù)所執(zhí)業(yè)證書》，若分所參與投標(biāo)必須提供總所的授權(quán)委托書和《會計師事務(wù)所（分所）執(zhí)業(yè)證書》，總所與分所不能同時參與本次采購活動；
2)參加聯(lián)合體的供應(yīng)商均應(yīng)當(dāng)符合征集文件規(guī)定的合格供應(yīng)商的條件，并應(yīng)當(dāng)向征集人提交聯(lián)合協(xié)議，聯(lián)合體各方必須指定牽頭人，授權(quán)其代表所有聯(lián)合體成員負(fù)責(zé)參加采購活動和合同實施階段的主辦、協(xié)調(diào)工作；
3）聯(lián)合體各方不得再單獨(dú)參加或者與其他供應(yīng)商另外組成聯(lián)合體參加本次采購活動；
4）組成聯(lián)合體的供應(yīng)商不得超過兩家。
5）聯(lián)合體應(yīng)當(dāng)以造價咨詢單位為牽頭人。
(c)Specific qualification requirements for this program:(1) Suppliers should be equipped with professional technical personnel engaged in engineering budget estimation, pre (settlement), and completion financial settlement review work, as well as financial personnel with certified public accountant qualifications; Certified public accountant practitioners are allowed to hire or form consortia with qualified accounting firms; Those who hire external certified public accountant practitioners shall not serve as members of the project team of other suppliers participating in the procurement activities of this project.
