簡要規(guī)則描述：本項(xiàng)目通過競爭性磋商的方式確定一家供應(yīng)商為采購人提供臨港新片區(qū)**5社區(qū)C**-**地塊配套初中的代理建設(shè)管理服務(wù)，主要工作內(nèi)容：在采購人委托授權(quán)下，對(duì)該工程的過程管理，包括施工準(zhǔn)備階段、施工階段、驗(yàn)收階段、動(dòng)工前準(zhǔn)備階段、保修階段等進(jìn)行全過程項(xiàng)目管理，組織協(xié)調(diào)項(xiàng)目各參建單位之間的關(guān)系，對(duì)相關(guān)政府及行業(yè)主管部門進(jìn)行協(xié)調(diào)，保證項(xiàng)目管理目標(biāo)實(shí)現(xiàn)。（具體內(nèi)容及要求詳見磋商文件第三章采購需求書）
Brief Specification Description:This project aims to determine a supplier through competitive negotiation to provide the purchaser with agency construction management services for the supporting junior high school on the C**-** plot of the **5 community in Lingang New Area. The main work content includes: under the authorization of the purchaser, managing the entire process of the project, including the construction preparation stage, construction stage, acceptance stage, pre-construction preparation stage, and warranty stage, organizing and coordinating the relationship between various participating units of the project, coordinating with relevant government and industry authorities, and ensuring the achievement of project management objectives. (For specific content and requirements, please refer to Chapter 3 of the negotiation document, Procurement Requirements Specification)

（2）具有與代建管理相適應(yīng)的組織機(jī)構(gòu)、管理體系及規(guī)章制度；
（3）具有良好的工程項(xiàng)目管理業(yè)績；
（4）具有與工程建設(shè)要求相適應(yīng)的技術(shù)、造價(jià)、財(cái)務(wù)和管理等方面的專業(yè)人員；
（5）具有與代建項(xiàng)目相適應(yīng)的資金實(shí)力和風(fēng)險(xiǎn)防范能力。
（7）本項(xiàng)目不允許轉(zhuǎn)包。
（8）本項(xiàng)目（不允許）接受聯(lián)合體
(c)Specific qualification requirements for this program:(1) Possessing one of the qualifications in engineering consulting, engineering design, and engineering supervision; (2) Having organizational structures, management systems, and rules and regulations suitable for construction management; (3) Having good performance in engineering project management; (4) Having professionals in technology, cost, finance, and management suitable for the requirements of engineering construction; (5) Having financial strength and risk prevention capabilities suitable for the construction project. (7) Subcontracting is not allowed for this project. (8) This project (does not allow) consortia
