*3. 投標(biāo)人資格要求

3.1投標(biāo)人必須是所投貨物的制造商或經(jīng)授權(quán)的代理商，若投標(biāo)人為代理商則需提供制造商出具的授權(quán)書(shū)或其他能證明其有供貨能力的文件，否則其投標(biāo)將被否決。如果境外投標(biāo)人所投貨物包含境內(nèi)部分，則投標(biāo)人須具備人民幣結(jié)算能力，否則其投標(biāo)將被否決。

3.2投標(biāo)人須提供營(yíng)業(yè)執(zhí)照（企業(yè)登記證明材料）或經(jīng)營(yíng)許可證明文件。

3.3業(yè)績(jī)要求：自****年1月1日至投標(biāo)截止時(shí)間（以合同或訂單簽訂時(shí)間為準(zhǔn)），投標(biāo)貨物制造商應(yīng)至少具有1套數(shù)控立式加工中心銷(xiāo)售業(yè)績(jī)。

證明材料包括：請(qǐng)?zhí)峁?duì)應(yīng)的銷(xiāo)售合同或銷(xiāo)售訂單復(fù)印件，并提供驗(yàn)收證明作為業(yè)績(jī)證明材料。銷(xiāo)售合同或訂單的復(fù)印件須能體現(xiàn)簽訂時(shí)間，銷(xiāo)售產(chǎn)品內(nèi)容、規(guī)格及數(shù)量、設(shè)備切割材料，簽章雙方等關(guān)鍵信息，否則將被作為無(wú)效證明材料。合同或訂單賣(mài)方是制造商或其代理商的均認(rèn)可。若銷(xiāo)售合同或銷(xiāo)售訂單中未能體現(xiàn)上述信息（包括數(shù)控立式加工中心）的，請(qǐng)附上相關(guān)的技術(shù)協(xié)議書(shū)或其他證明文件作為證明材料，否則將被作為無(wú)效業(yè)績(jī)。

3.4投標(biāo)人應(yīng)當(dāng)提供在開(kāi)標(biāo)日前3個(gè)月內(nèi)由其開(kāi)立基本賬戶(hù)的銀行（開(kāi)戶(hù)銀行）開(kāi)具的有效銀行資信證明的原件或復(fù)印件。

3.5至投標(biāo)截止時(shí)間，投標(biāo)人若被人民法院列為失信被執(zhí)行人，其投標(biāo)將被否決。

3.6本項(xiàng)目不接受聯(lián)合體投標(biāo)。

3.7投標(biāo)人在投標(biāo)前應(yīng)在必聯(lián)網(wǎng)（http://www.ebnew.com）或機(jī)電產(chǎn)品招標(biāo)投標(biāo)電子交易平臺(tái)（http://www.chinabidding.com）完成注冊(cè)及信息核驗(yàn)。

*3. Qualification requirements for the bidder

3.1 The bidder must be the manufacturer of the goods or the agent directly authorized by the manufacturer. If the bidder is the agent, he/she shall provide the letter of authorization issued by the manufacturer, otherwise his/her bid will be rejected or other documents that can prove its supply capability. If the goods submitted by the overseas bidder include the domestic part, the bidder must have the ability of CNY settlement, otherwise the bid will be rejected.

3.2 The bidder must provide photocopy of business license (business registration certificate) or business permit.

3.3 The manufacturer of the bidding goods shall have at least 1 set of CNC Vertical Machining Center sales performance ( Since January 1, ****, The contract signing date prevails)..

Supporting materials include: Please provide copies of corresponding sales contract or sales order, and provide acceptance certificate as performance proof materials. The copies of the sales contract or sales order shall be able to reflect the key information, such as the signing time, the sales content, equipment use, specification and number, CNC Vertical Machining Center, as well as the Two Parties, etc., otherwise it will be regarded as invalid proof. The sales contract or sales order shall be accepted, no matter who is the seller of the sales contract or sales order, the equipment manufacturer or its agent. If the above information (include the CNC Vertical Machining Center) is not reflected in the sales contract or sales order, please attach the relevant technical agreement or other relevant documents as supporting materials, otherwise, it will be regarded as invalid performance. In addition, clear equipment photos or processing photos should be provided separately as circumstantial evidence of performance, otherwise it will be regarded as invalid performance.

3.4 The bidder shall provide the original or copy of bank reference letter issued by its deposit bank within 3 months prior to the date of bid opening.

3.5 Before the deadline for submission of bids, if a bidder is listed as dishonest executor by the people’s court(s) .

5.3逾期送達(dá)的、未送達(dá)指定地點(diǎn)的或者不按照招標(biāo)文件要求密封的投標(biāo)文件，招標(biāo)人將予以拒收。

5.3 If the bid is delivered late, fails to be delivered at specified place or fails to be sealed in accordance with requirements of bidding document, the tenderee shall reject it.
