簡要規(guī)則描述：春雷文旅中心項目代建，主要內容包括：本項目的全過程實施策劃、組織、協(xié)調、管理，并進行有效的目標控制，包括投資控制、進度和計劃管理、質量管理、現(xiàn)場安全文明施工管理、發(fā)包與采購管理、合同管理、信息（檔案）管理、財務管理等；負責統(tǒng)一組織、協(xié)調和管理項目各參建單位的活動，協(xié)調、處理與項目有關各方的利益沖突和各項具體工作；代理建設單位辦理的交辦相關手續(xù)，履行現(xiàn)場必須和必要的簽字確認手續(xù)（具體要求詳見招標文件—第三章 采購需求書）。

(c)Specific qualification requirements for this program:3. It must be a legal person or unincorporated organization lawfully established within the territory of China; 4. Comply with the provisions of Articles 6 and 7 of the "Measures for the Administration of Government Procurement of Services in Shanghai Municipality"; 5. This project is only open for procurement from various types of suppliers, including medium, small and micro ones. 6. Subcontracting is not allowed for this project.
