(c)本項目的特定資格要求：（3）單位負(fù)責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項下的政府采購活動；為采購項目提供整體設(shè)計、規(guī)范編制或者項目管理、監(jiān)理、檢測等服務(wù)的供應(yīng)商，不得再參加該采購項目的其他采購活動。
（4）法人依法設(shè)立并領(lǐng)取營業(yè)執(zhí)照的分支機(jī)構(gòu)參加政府采購活動應(yīng)當(dāng)經(jīng)由其法人授權(quán)。法人與其分支機(jī)構(gòu)或者屬于同一法人的不同分支機(jī)構(gòu)不得參加同一合同項下的政府采購活動。
（5）其他特定資格條件：
1）具有公路工程試驗檢測機(jī)構(gòu)等級證書（綜合甲級）或公路工程試驗檢測機(jī)構(gòu)等級證書（公路工程橋梁隧道工程專項）；
2）具有省級及以上質(zhì)量技術(shù)監(jiān)督部門頒發(fā)的檢驗檢測機(jī)構(gòu)資質(zhì)認(rèn)定證書（CMA），取得相關(guān)專業(yè)檢測參數(shù)。
(c)Specific qualification requirements for this program:(iii) If the unit leader is the same person or if there is a direct controlling or management relationship between different suppliers, they shall not participate in government procurement activities under the same contract; Suppliers who provide overall design, specification preparation, project management, supervision, testing and other services for procurement projects shall not participate in other procurement activities of the procurement project.(iv) Branches established by legal persons and obtaining business licenses in accordance with the law shall be authorized by their legal persons to participate in government procurement activities. A legal entity and its branches, or different branches belonging to the same legal entity, shall not participate in government procurement activities under the same contract.(v)Other specific qualification requirements:The detailed content shall be subject to the corresponding provisions of VII. other supplementary matters.
