★3.資質(zhì)要求：

①投標(biāo)人應(yīng)提供有效的營業(yè)執(zhí)照或營業(yè)登記證明文件復(fù)印件；

②非所投設(shè)備制造商的投標(biāo)人應(yīng)獲得制造商的有效授權(quán)，須提供正本或復(fù)印件（制造商的有效授權(quán)書為制造商直接開具的）；

③境內(nèi)投標(biāo)人（除港、澳、臺(tái)地區(qū)）須提交有效的銀行基本戶開戶許可證復(fù)印件或基本賬戶證明文件復(fù)印件；

④境內(nèi)投標(biāo)人（除港、澳、臺(tái)地區(qū)）應(yīng)當(dāng)提供在投標(biāo)文件遞交截止時(shí)間前3個(gè)月內(nèi)由其開立基本賬戶的銀行開具的銀行資信證明的原件或復(fù)印件；境外投標(biāo)人應(yīng)當(dāng)提供在投標(biāo)文件遞交截止時(shí)間前3個(gè)月內(nèi)由其開立賬戶的銀行開具的銀行資信證明的原件或復(fù)印件；

5.測試環(huán)節(jié)：

本項(xiàng)目設(shè)置測試環(huán)節(jié)。

（1）測試目的：通過硬件仿真平臺(tái)軟件編譯測試，為硬件仿真平臺(tái)項(xiàng)目招標(biāo)采購技術(shù)評(píng)分提供依據(jù)。

（2）測試原則：客觀公正、合法合規(guī)、保密原則、結(jié)果驗(yàn)證。

（3）測試內(nèi)容：測試項(xiàng)目為招標(biāo)人實(shí)際工程項(xiàng)目，包括RTL代碼和門級(jí)網(wǎng)表，進(jìn)行軟件編譯測試（僅進(jìn)行編譯環(huán)節(jié)，不上板實(shí)測），分別編譯RTL及網(wǎng)表。

Tender Notice for Hardware Emulation Platform

Sinochem Business Co., LTD. (hereinafter referred to as "the tendering Agency") has been entrusted by Wuxi Microelectronics Research Center (hereinafter referred to as "the Tenderer") to invite interested potential bidders to submit sealed bids for the following goods and related services:

1. Name, quantity, technical specification and source of funds of the tendered products:

1 Hardware simulation platform

The technical specifications are detailed in the tender documents

Source of funds: State-owned funds have been secured

2. Delivery time: Within ** weeks after the contract is signed

★3 Qualification requirements:

① The bidder shall provide a copy of the valid business license or business registration certificate;

② Bidders who are not the manufacturer of the equipment being bid shall obtain valid authorization from the manufacturer and provide the original or a copy (the valid authorization letter from the manufacturer shall be issued directly by the manufacturer);

③ Domestic bidders (excluding Hong Kong, Macao and Taiwan regions) shall submit copies of valid bank basic account opening permits or basic account proof documents;

④ Domestic bidders (excluding Hong Kong, Macao and Taiwan regions) shall provide the original or a copy of the bank credit certificate issued by the bank where their basic account is opened within 3 months prior to the submission deadline of the tender documents; Foreign bidders shall provide the original or copy of the bank credit certificate issued by the bank where their accounts are opened within 3 months prior to the deadline for submission of tender documents;

This project sets up a test section.

(1) Test objective: Through the software compilation test of the hardware simulation platform, provide a basis for the technical scoring of the hardware simulation platform project's bidding and procurement.

(2) Test principles: Objectivity and impartiality, legality and compliance, confidentiality principle, result verification.

(3) Test items: The test items are the actual project of the tenderer, including RTL code and gate-level netlist. Software compilation tests are conducted (only the compilation stage, no on-board actual test), and RTL and netlist are compiled separately.
