Brief specification description or basic overview of the project:The main content of this project involves the collection and transportation of dry and wet domestic garbage of Hangtou Town residents, garbage collection and charging for government agencies and enterprises, collection and transportation of toxic and harmful garbage, feces transportation, and Shuhang Recycling, which are the above five sub-projects.

(b)落實政府采購政策需滿足的資格要求：促進中小企業(yè)發(fā)展、促進殘疾人就業(yè)。根據(jù)《政府采購促進中小企業(yè)發(fā)展管理辦法》（財庫[****]**號）及《關于進一步加大政府采購支持中小企業(yè)力度的通知》〔****〕**號規(guī)定執(zhí)行。
(b)Qualification requirements to be met to implement government procurement policies:Promote the development of small and medium-sized enterprises and promote the employment of people with disabilities. (c)Specific qualification requirements for this program:3. Suppliers who have been registered and entered into the database in accordance with the 'Shanghai Municipal Government Procurement Supplier Registration and Integrity Management Measures'; 4. Other qualification requirements: 1) This project is specifically procured from small and medium-sized enterprises (SMEs). (Units for the welfare of persons with disabilities and prison enterprises are deemed as small or micro-enterprises.) If the bidder is an SME and meets the conditions stipulated in the 'Measures for Promoting the Development of Small and Medium-Sized Enterprises in Government Procurement' (Cai Ku [****] No. **), a 'Declaration Letter of Small and Medium-Sized Enterprises' must be provided; 2) Subcontracting is not allowed in this project.
